		<description><![CDATA[NEWS ANALYSIS It was the first meeting of the new Cecil County Council, with a 3-2 majority of close political allies of County Executive Danielle Hornberger elected in November, but things didn’t exactly go to plan at the 12/6/2022 worksession. Long moments of silence, accompanied by overheard stage whispers and visible head shakes, thwarted Jackie Gregory’s push to assert full control of the Council by getting herself elected President and ally Donna Culberson as vice president. (Gregory won, Culberson didn’t.) Gregory was the vice president of the Council and a core advocate during the summer Republican primary campaign of a “slate” of candidates seeking to unseat two fellow GOP incumbents: Bill Coutz in District 2 and Al Miller in District 3. Coutz lost to Rebecca Hamilton in the primary while Miller survived vicious attacks, in glossy flyers financed in part by US Rep. Andy Harris (R-1) and Del. Kevin Hornberger (R-35), the spouse of the County Executive. 		<description><![CDATA[NEWS ANALYSIS In the past, Cecil County budget hearings usually sounded like polite beg-a-thons, with primarily schools and libraries advocates pleading for funds. But this year, a budget “town hall” meeting in Elkton was a chorus of anger and direct challenges to County Executive Danielle Hornberger’s policies, lack of spending “transparency” and short-changing of Sheriff’s deputies. As a solid blue line of Sheriff’s deputies&#8211;some in full uniform and others in polo shirts bearing the agency’s insignia&#8211; stood in the back of the Elk Room at the county administration building on Thursday (3/3/2021), two deputies spoke for them and voiced their outrage. “We are in a crisis,” said Michael Zack, a 19-year veteran of the Sheriff’s Office and a former president of the FOP union representing deputies. Consistently low pay here, even as surrounding agencies have significantly boosted pay and are actively recruiting law enforcement officers, has led to a brain drain of experienced deputies here, he said. “While seeking election, deputies listened to you” saying that she was “a supporter of law enforcement,” Zack told Hornberger, who was seated in the front of the room but did not respond to citizen speakers. 		<description><![CDATA[NEWS ANALYSIS Jesse Colvin, a former US Army Ranger and the Democratic challenger in the Dist. 1 race for the US House, was polite and respectful, even as he delivered political body blows to his Republican opponent, incumbent Rep. Andy Harris during a candidates’ forum on a CECIL.TV delayed broadcast on the Internet. For his part, Harris was often dismissive, repeatedly calling his opponent by his first name—even as Colvin called him Mr., Dr., or Congressman—and referring to Colvin as a “newcomer” to the District. (Colvin is a fourth-generation Marylander who grew up in Baltimore. Harris was born in Queens, NY.) For the first time since he wrestled the District 1 seat away from Democrat Frank Kratovil in 2010, Harris is facing a well-funded challenger who has been garnering bipartisan support, including some former top national Republican officials.
