		<description><![CDATA[Cecil County Executive Danielle Hornberger fired the five-member county Ethics Commission on Thursday (1/14/2021) via email, despite the fact that all of them had months or years left on their terms in office under appointments previously approved by the County Council. The commission has always had staggered terms of office, so that the important panel has a reservoir of expertise to guide new members as they join the commission. But Hornberger’s move would sweep away that expertise all at once and instead install a group of newcomers hand-picked by her, unlike previous members who were appointed under different county administrations. She removed two lawyers, who served without pay on the volunteer panel, and would replace them with people with no experience interpreting the complex state and county ethics laws and procedures. Several legal sources contacted by CECIL TIMES said Hornberger had the legal right to fire everyone on the ethics panel, although her action could be considered as an evidentiary matter in any future case against her on ethics or other legal charges. 		<description><![CDATA[Dr. Alan McCarthy, the vice president of the Cecil County Council, a veterinarian and local businessman, announced on Monday that he will be a candidate for Cecil County Executive. The Republican is the first candidate to formally announce a run for the county’s top elected post but several other potential challengers are also considering entering the race. McCarthy, who lives in Chesapeake City, emphasized economic development and job creation as key priorities for the county’s future. And he pledged to provide needed funds for “law enforcement and public safety,” while reviewing county government spending and operations to make sure taxpayers get “the biggest bang for the buck.” The county executive’s position is being vacated by Tari Moore, a Republican, who announced recently that she would not be a candidate for re-election in 2016. McCarthy was first elected to the Council in 2012, after defeating the District 1 Republican, James Mullin, a member of the old “Three Amigos” bloc that ruled the old Board of Commissioners under the direction of the former “Smipkin” political organization then headed by Del. 		<description><![CDATA[NEWS ANALYSIS The Cecil County Council, confronted by anguished parents and supporters of Girl Scouts who say they suffered racial slurs after they spoke up at a meeting of the county’s animal control oversight panel, is now pressing the County Executive for action to resolve long-standing issues surrounding the county’s animal control contractor, A Buddy for Life, Inc. In response, County Executive Tari Moore then announced that she would suspend operations of the citizens’ oversight panel&#8211; which held quarterly public, audiotaped meetings at which citizens could speak about animal issues&#8211; and bring full oversight of the Buddies directly into her administration. The oversight panel itself was not involved in the alleged racially-insensitive incidents after its meeting, and witnesses claimed it was supporters of the Buddies who instigated the alleged incident.
