Andy Harris (R-1st), chatting with constituents in a teleconference Wednesday, opposed state legislation that would delay a controversial gas drilling proposal for Western Maryland and suggested investment of some US government funds in foreign bonds, including those of China. He also opposed raising the wage base on which Social Security taxes are assessed so as to make wealthier people pay more into the troubled retirement system. He said it would impose a costly burden on small businesses that would have to match employee’s contributions. From throughout the 1st District, Harris fielded questions during the nearly one hour phone chat, at times sounding a bit like a talk radio host as he welcomed callers and responded to a broad range of questions. He was generally well informed on the issues raised by callers, which focused largely on energy, health care, and Social Security. Cecil Times was contacted to participate in the teleconference. Several callers cited rising gasoline prices to highlight their concerns over US energy policy and the need for American energy independence. 		<description><![CDATA[The Cecil County Commissioners again postponed a decision on creating a charter government advisory panel Tuesday but the Board President moved quickly to kill an airport authority proposal that had not been voted on by the full board. The perennially polite Commissioner Tari Moore (R-2) became angry at the attempt by Commissioner Board President James Mullin (R-1) to send a letter in the name of all the commissioners rejecting a request by the operator of the private Raintree airport that the county create an airport authority to oversee a county airport. The request was first briefly discussed in public at last week’s commissioners’ work session but no decision was reached or voted upon. But Mullin presented a letter to the airport operator on Tuesday claiming that the full board agreed that the county would not support creation of an airport authority. “If we’re going to be ‘transparent’,” Moore said, the president of the board should not be sending a letter purporting a position that has not been voted on by the full board. “I feel like three people made a decision” without consulting with all members of the five-member board and without a thorough review of the proposal, Moore said. 		<description><![CDATA[The Cecil County Board of Commissioners voted Tuesday to revise history, deleting or rewriting from the minutes of previous meetings statements that were made in public but some commissioners did not want in the printed record of their work sessions. The Commissioners have been arguing for weeks over the minutes of public and closed work sessions dating back to late January. After extensive revisions, mostly proposed by Commissioner Diana Broomell (R-4), a majority of Commissioners eventually approved minutes that were revised again at the last minute on Tuesday. But the most startling revision of the minutes was proposed by Commissioner Michael Dunn (R-3), who wanted to delete from the minutes of a February work session a potentially libelous attack he made on the Cecil County Society for the Prevention of Cruelty to Animals, Inc. The attack was witnessed, and reported upon, by three separate news organizations.
