		<description><![CDATA[Cecil County health officials told the County Council on Tuesday they don’t know how many drug overdose deaths there were in the county last year and don’t know how many heroin addicts there are locally—but state statistics show the county is second only to Baltimore City in drug deaths. In contrast, county Sheriff Scott Adams had detailed data on how his new programs are working to combat drug addiction among jail inmates. Another issue raised during the County Council’s worksession was whether to create a “needle exchange” program in the county, with health officials supporting the idea while the Sheriff voiced concerns about “enabling” drug addicts to get free drug needles while state laws prohibit drug “paraphernalia.” Under extended questioning by County Councilor Alan McCarthy (R-1), the county’s health officer, Stephanie Garrity, said she didn’t know how many heroin addicts there are in Cecil County and did not know how many drug overdose deaths there were in the county last year. “I don’t have that,” Garrity said about heroin addiction numbers. When Cecil County’s switch from a Board of Commissioners form of government to a new Charter system&#8211; with an independently elected County Executive and a five-member County Council&#8211; was launched in 2012, the transition was marked by rancor and a boycott of the inauguration by the county’s state legislative delegation and two sitting Commissioner/County Council members. But on Monday 12/1/14, the choices of voters in the November general elections were sworn into office for three County Council seats, a new Sheriff, and new office-holders for Register of Wills and two of three seats on the Orphan’s Court. 		<description><![CDATA[Robert “Skip” DeWitt, who lost the Democratic primary for Cecil County Sheriff in 2010, will run again for Sheriff in 2014&#8212;but this time as a Republican. That move could create a possible re-match—but across party lines—with Democrat Chris Sutton, who defeated DeWitt in the 2010 Democratic primary for Sheriff. Sutton lost the general election to incumbent Republican Barry Janney. Janney has announced he will not seek re-election in 2014. In an interview with Cecil Times, DeWitt said he had changed his political party affiliation from Democrat to Republican in the past week and on Monday evening attended his first-ever GOP event, a meeting of the Cecil County Republican Club. He also declared that he would be a candidate for sheriff in four years. “I’m a card-carrying Republican now,” DeWitt said. “I don’t consider the Democrats to be conservative,” he said, and “I really like what the Republicans stand for.” DeWitt’s late father was a Democrat who served as county sheriff for many years and was widely popular with local citizens of both political parties.
