		<description><![CDATA[Like the Phoenix rising from the ashes, a long-debated and much needed expansion of vocational/technical education in Cecil County has been resurrected with a proposed deal, announced Friday by the County Executive, to acquire the former Basell building and its 91-acre property on Appleton Road in Elkton for conversion to a new, state-of-the-art tech school and possible multi-use site for parkland and economic development opportunities. But past rejections and delays of the project by the old “Three Amigos” political faction of the Board of County Commissioners will yield a quick, nearly $4 million profit to Baltimore-based real estate interests, who snatched the property up a few months ago at a bargain-basement price in the aftermath of the “Three Amigos” group’s refusal even to consider a county purchase last year. Cecil County Public Schools (CCPS) officials were ecstatic at the revived proposal, which came about in recent weeks in top secret negotiations between CCPS and the new Baltimore owners of the site. 		<description><![CDATA[The Cecil County Council approved the first-ever county budget under the new Charter government late Tuesday night, after last-minute cuts of $689,000 primarily targeting law enforcement, public schools and libraries. The Council adopted an operating budget for Fiscal 2014, which begins on 7/1/13, providing $173,532,772 to support county government and services. As part of the budget decisions, the Council accepted the proposal by County Executive Tari Moore to freeze the current property tax rate at .9907. As a result, most property owners will see a drop in tax bills since state assessments of property values have been declining and all areas of the county have now been re-assessed under the state’s three-year cycle of property value reviews. (County property taxes are assessed based on the value of the property as established by a state agency.) Moore’s budget boosted spending in a number of areas, especially county public schools, but she was able to hold the line on the tax rate by dipping into the county’s accumulated “fund balance’ or un-tapped reserve accounts, by $4 million. 		<description><![CDATA[Cecil County Executive Tari Moore unveiled the first budget under Charter government, freezing the property tax rate, approving the hiring of 5 new Sheriff’s deputies and providing a slight boost over current aid levels for the county’s public schools. The budget will be presented to the County Council on Tuesday 3/5/12. There were smiles in the room as Moore discussed her budget at a 3/1/13 afternoon press conference in Elkton attended by county law enforcement and school officials. They didn’t get everything they wanted, but there was much more joy than pain, unlike budget deliberations in the past few years under the former County Commissioners form of government. One difficult choice in the package was Moore’s decision to insist on substantial increases in sewer usage fees paid by customers of the county-operated sewage treatment plants—a decision rejected in recent years by a majority of the Commissioners. Multiple consultant reports have warned that fees were too low to cover costs and that countywide taxpayers who were not served by the plants were being forced to pay tax dollars to subsidize residents who received such services.
