		<description><![CDATA[Cecil County Executive Tari Moore announced Tuesday night a delay in enforcement of dog kennel licensing rules under a new animal control law until an oversight panel can propose revisions. And the county’s new animal control contractor could not answer the oversight panel’s questions about the number of dogs housed at its rented shelter but did admit that county money is being used to house animals after an eight-day holding period when the full cost of care is supposed to be covered by the private group with its own funds. Moore&#8211; who was on vacation when a group of volunteers at the rented animal shelter operated by A Buddy For Life, Inc. met with other county officials a week ago to complain about conditions there&#8211; did not address those concerns directly. But she sounded a conciliatory tone, saying, “All of us absolutely have one thing in common and that is the best interest of the animals.” And, she added, “I think we’re all united” on that. “There was every expectation that there would be a lot of things to work through” with the new animal law and the Buddies as a first-time shelter operator, she said. “Where we go from [&#8230;]]]></description>

		<description><![CDATA[To settle a lengthy and costly court case, Cecil County will reverse a 2011 decision by the old “Three Amigos” faction of the County Commissioners board to strip a Perryville property of its heavy industry zoning and downgrade it to the most restrictive agricultural designation. But Councilor Diana Broomell, who led the downzoning effort, lashed out Tuesday, attacking the County Council President, local ‘tea party’ activists and just about anyone in earshot. The county government has already spent more than $5,600 on legal fees in the case, according to county officials, and a memo calculated potential additional county legal bills of $45,000 if the case went to trial as scheduled on 7/15/13, and a likely appeal of any Circuit Court decision. Settling the case now would save those costs. And the settlement would restore the status quo of the property, located on Carpenters Point road in Perryville, to the same as it was before the Amigos downzoned it on their own initiative. But Broomell (R-4) did not go down without a fight, reading a statement at both a morning worksession and evening Council meeting in Elkton attacking the settlement of the court case. 		<description><![CDATA[The Cecil County Council approved the first-ever county budget under the new Charter government late Tuesday night, after last-minute cuts of $689,000 primarily targeting law enforcement, public schools and libraries. The Council adopted an operating budget for Fiscal 2014, which begins on 7/1/13, providing $173,532,772 to support county government and services. As part of the budget decisions, the Council accepted the proposal by County Executive Tari Moore to freeze the current property tax rate at .9907. As a result, most property owners will see a drop in tax bills since state assessments of property values have been declining and all areas of the county have now been re-assessed under the state’s three-year cycle of property value reviews. (County property taxes are assessed based on the value of the property as established by a state agency.) Moore’s budget boosted spending in a number of areas, especially county public schools, but she was able to hold the line on the tax rate by dipping into the county’s accumulated “fund balance’ or un-tapped reserve accounts, by $4 million.
