		<description><![CDATA[Cecil County’s smallest town, Port Deposit (population 653 in the latest census) is gearing up for a vigorous campaign for mayor, with one current and two former mayors contending for the post in the upcoming May town election. It is a study in contrasts between small town dedication to service and some of our county-wide agenda-driven politics. Current Mayor Kerry Anne Abrams, a public schools paraprofessional assigned to Bainbridge elementary, has more time on the job than her rivals, Wayne Tome—also a former Cecil County Commissioner—and Rob Flayhart. Abrams served as mayor from 1996-99, filling a vacancy, before being elected in her own right in 2007. Tome served as the town’s mayor from 1999 to 2003, when he lost to Flayhart, who served as mayor from 2003 to 2007. Port’s residents are a hardy lot, stoically braving intermittent flooding from the adjacent Susquehanna River on a regular basis when the up-river Conowingo dam opens its floodgates as it did recently. 		<description><![CDATA[The Cecil County Board of Commissioners voted Tuesday to revise history, deleting or rewriting from the minutes of previous meetings statements that were made in public but some commissioners did not want in the printed record of their work sessions. The Commissioners have been arguing for weeks over the minutes of public and closed work sessions dating back to late January. After extensive revisions, mostly proposed by Commissioner Diana Broomell (R-4), a majority of Commissioners eventually approved minutes that were revised again at the last minute on Tuesday. But the most startling revision of the minutes was proposed by Commissioner Michael Dunn (R-3), who wanted to delete from the minutes of a February work session a potentially libelous attack he made on the Cecil County Society for the Prevention of Cruelty to Animals, Inc. The attack was witnessed, and reported upon, by three separate news organizations. 		<description><![CDATA[The 2010 Cecil County political soap opera, “as the Republican Central Committee turns,” is back for an encore performance this year. James W. Hutchinson, a member of the former Cecil County Republican Central Committee who was elected to the panel in the September GOP primary election, resigned from the committee on Thursday, and within hours his name was removed from the committee’s membership roster on its website. Hutchinson was considered an independent-minded Republican, not aligned with any group or faction, when he was originally appointed to the committee. However, he joined the “Republicans of Cecil Fiscal Conservative Team Slate,” organized by Sen. E.J. Pipkin (R-36) and Del. Michael D. Smigiel (R-36) that ran a joint campaign, largely funded by Pipkin campaign accounts, for the nine seats on the Central Committee. A total of 22 candidates filed for the 9 seats at stake in last year’s primary, and the Pipkin-Smigiel group won a solid seven-seat majority.
