		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Danielle Hornberger (R) staged a partisan coup on the official county government website and Facebook page on Wednesday (3/17/2022) to falsely accuse two County Council members of voting to “de-fund” local police&#8211; when in fact they were simply seeking to delay a vote until they could get more information on how she is financing over $2.8 million in pay boosts for certain county employees, none of whom are Sheriff’s deputies. In addition, documents obtained by CECIL TIMES show that some of the highest pay boosts in the county would go to Hornberger’s own “executive administration” staff—which includes Lawrence Scott, the county attorney and longtime Annapolis GOP political consultant who has become the de-facto political muscle of the Hornberger administration. Scott could become the highest paid county employee under the pay plan. Hornberger began implementing the pay boosts last November, even before they were formally presented this month to the County Council, which by law must approve spending changes to the county budget. 		<description><![CDATA[A CECIL TIMES Special Report Cecil County’s government-operated Animal Services agency recently raided two locations, in Elkton and Rising Sun, and took into custody 63 animals as part of an investigation of alleged animal “neglect” by a non-profit animal rescue organization, according to county officials. But there are many unanswered questions about licensing and inspection of “rescues” and kennels by the county animal agency, including information provided to CECIL TIMES contending that many kennels were not inspected or licenses issued in 2018 as required by county law. CECIL TIMES had arranged in advance a telephone conference call to discuss kennel license and inspection issues, including the “rescue” raided by the county, for Tuesday afternoon with key county officials, including Abigail Bingham, the animal services director, and her boss, David Trolio, the Community Services and transit head, and county attorney Jason Allison. But Allison abruptly cancelled the call via email 15 minutes before it was due to start, saying that no discussion would be allowed and only written questions would be considered for response at a future date. 		<description><![CDATA[Members of Cecil County’s state legislative delegation shared the fiscal and environmental pain facing the Cecil County Commissioners at a Tuesday meeting marked by some previews of upcoming election campaign themes. Overall, it was a polite session between the delegation and the county board, which has often been divided between acolytes and critics of the delegation leadership. Past hatchets were buried as most of the group united against a common enemy: the state government and looming “mandates” that could cost Cecil County millions of dollars. Attending the session were Sen. E.J. Pipkin, Del. Michael Smigiel, and Del. Jay Jacobs, all R-36th District, along with Del. Mary-Dulany James (D-34A) who represents a tiny sliver of western Cecil County in addition to her Harford County base. Sen. Nancy Jacobs (R-Harford/Cecil) and Del.
