		<description><![CDATA[The long-stalled sale of most Cecil County water and sewage treatment plants to the private Artesian firm has received staff recommendations to the state Public Service Commission to approve the sale. The sale, originally approved by the Cecil County commissioners nearly three years ago, was blocked by litigation initiated by the Appleton Regional Community Alliance (ARCA), an anti-growth group based in the northeastern area of the county adjacent to the Delaware state line. However, the state’s highest court, the Maryland Court of Appeals, ruled recently in favor of the county to permit the sale. 		<description><![CDATA[The Cecil County Commissioners on Tuesday decided—sort of—to ease some education budget cuts, but to hang tough against the county Sheriff and dismiss pleas from the county library system. A majority also continued a cryptic campaign to cut funds and re-vamp the county’s Economic Development office, but without specifying their ultimate agenda. Amidst lots of mumbling, winks, nods and a few dagger-looks among the Commissioners, the panel made some decisions but there were major caveats that could easily unravel in the next few days. The Commissioners will meet again on Thursday to discuss the budget. Only Cecil College scored a semi-win, with Commissioners agreeing unanimously to restore about $120,000 to the school’s budget so that tuition for students would not be increased. The Commissioners had proposed cutting more than twice that amount from the college, but school leaders struck a compromise by agreeing to meet the county halfway and absorb slightly more than half of the cut. The Cecil County public schools won what could be a temporary victory, with a sort-of majority endorsing restoration of $314,000 for the schools to offset a last-minute mandate shifted to the local schools by the state General Assembly. 		<description><![CDATA[It was a day for citizens—and a mayor&#8211; to vent at the Cecil County Commissioners, even before the annual ritual of two budget hearings Tuesday afternoon and evening. And as the county faces daunting fiscal challenges, a local land preservation group sought a $600,000 loan from the county. Commissioners steeled themselves for a long day and evening of citizen complaints on the budget, especially parents and educators upset about a $1.2 million cut in public schools funds and residents facing large increases in wastewater fees. The day began with a worksession, at which the county and the town of Perryville continued their long-running feud over distribution of local impact aid from the state’s revenues from the new Hollywood Casino. The county had asked the town to sign an agreement providing for an accounting of how the town’s share of aid funds is spent and specifying the term or duration of the accord. But Perryville Mayor James Eberhardt fired back a letter a few days ago, refusing to sign the agreement and asserting that the town, not the county, could be viewed as the rightful recipient of the impact aid from casino revenues.
