		<description><![CDATA[Judge Keith Baynes Launches Campaign Fundraiser Season Cecil County Circuit Court Judge Keith Baynes (R), who won a surprise appointment to a vacant court seat late last December by Democratic Governor Martin O’Malley, launched the local campaign fundraiser season on Saturday with a bipartisan, well-attended pig roast at his Calvert home. Baynes has to defend the court seat in the 2012 election and he has created a campaign finance committee and a website, www.keepjudgebaynes.org to support his campaign. Baynes was a longtime assistant States’s Attorney prosecuting criminal cases and also a municipal lawyer practicing civil law on behalf of several towns in the county and the county Board of Appeals on zoning issues. The selection of the Republican Baynes by a Democratic governor for the vacant court seat was widely seen as recognition that Baynes is highly respected in the legal community without regard to party affiliation. At his fundraiser, the crowd of about 200 people was a mix of recognizable Republicans, Democrats and Independents. Among the attendees were former state Del. 		<description><![CDATA[Cecil County Commissioner Tari Moore (R-2) has decided to run for County Executive in the 2012 election, seeking the first-ever executive position in county government. Moore had been known to be considering a run for the post for some time but the freshman commissioner, who won her current seat in the 2010 election, told Cecil Times on Saturday that “A decision has been made…and the decision is to run.” Moore’s intentions were initially disclosed by Keith Baynes during a fundraiser at his Calvert home for his own 2012 election campaign to retain his seat as a Cecil County Circuit Court judge. Baynes introduced her to the crowd of about 200 people as “a candidate for County Executive.” That announcement was greeted with some gasps and hearty applause from the politically mixed crowd. In her brief tenure as a commissioner, Moore has tackled some of the thorniest and most complex issues facing the county. 		<description><![CDATA[A Cecil Times Special Report Cecil County Commissioner Michael Dunn (R-3) proposed during a closed-door meeting of the County Commissioners last week to drop the current agriculture co-coordinator position in the county’s Department of Economic Development, according to multiple informed sources. Agriculture and farm-related business constitutes a major segment of the Cecil County economy. The position is currently held by the wife of the campaign treasurer for a Circuit Court judge facing voters in the 2012 election, when Dunn’s former boss, Del. Michael Smigiel (R-36), is widely expected to run for a judgeship challenging the incumbent. The move by Dunn came last Tuesday, at a closed-door meeting of the county commissioners, for which the board cited sections of the state’s Open Meetings Law only allowing secret discussions of “pending or potential litigation.” No personnel issues were cited. Nevertheless, Dunn—who normally says almost nothing in public sessions of the commissioners&#8211; proposed getting rid of the ag coordinator, a position currently held by Joanne Richart Young, according to multiple sources who spoke to Cecil Times on condition of anonymity.
