		<description><![CDATA[NEWS ANALYSIS Cecil County Council President Bob Meffley (R-1) could have used a sledgehammer to gavel a Council meeting to order on Tuesday (9/7/2021) when an unruly member of the local Republican Central Committee launched a loud personal attack. But the volume of his wooden gavel, although forceful, was nothing compared to the belligerent battle waged by Vincent Sammons, the chair of the local GOP Central Committee, who wanted to override county law to claim a seat on a Redistricting Commission assigned to re-draw County Council district lines based on the new Census. No matter to Sammons that both the County Charter and the authorizing legislation enacted by the Council in April to establish the local commission specified that any “elected” official could not be seated on the redistricting panel. Sammons was elected by voters in the 2018 GOP primary to the party committee. No matter to Sammons that his Central Committee had not submitted a full slate of five GOP candidates to the County Council, as required, this summer and instead had listed “to be determined” instead of actual names for several GOP seats. 		<description><![CDATA[A CECIL TIMES Special Report Cecil County Councilor Jackie Gregory (R-5) delivered an impassioned defense Tuesday of her paid job as a substitute teacher in county schools while voting on budgets including education as a member of the Council, saying a state Attorney General opinion in a Carroll County case supported her dual roles. However, Cecil County’s Charter and Ethics Code specifically bar Council members or public officials from working for any other “department” that receives county funds. The Attorney General’s opinion Gregory cited held there was no “incompatibility” under state law between a Carroll County Commissioner holding that post while also working as a part-time teacher for county schools. However, the opinion specified it was only reviewing state law and refused to address county laws or ethics codes, which the AG said were up to local authorities to interpret and enforce. 		<description><![CDATA[COMMENTARY Cecil County Executive Tari Moore has proposed the first changes to the county’s governing Charter, adopted by voters in 2010, that would give her an extra month to draft her annual budget but would cut two weeks from the time that the County Council, citizens, and a budget advisory panel would have to review her proposals. In addition, under an amendment to her initial proposals that was offered on Tuesday 7/8/14, Moore would mandate a fiscal hammer: if the County Council failed to adopt a budget by a new June 15 deadline, her original budget proposal would automatically become law. The Moore proposals shift the balance of power to the county executive even more than the Charter already provides under a governance system that creates a powerful executive and a relatively weak legislative branch of local government. Review of the executive’s budget is one of the few powers of the Council under the existing Charter, but the new proposals would hamstring the Council further and limit the time and opportunities for citizens to voice their viewpoints on the budget.
