The Cecil County Council indicated informal support for most of County Executive Tari Moore’s proposed Fiscal 2015 budget during a Tuesday afternoon worksession, supporting county schools and library spending and rejecting a bid by Council President Robert Hodge (R-5) to scale back spending on a new regional park. But the Council did agree to save $2.8 million by deferring a sewer upgrade at Cherry Hill and to use the budget process to require higher mileage for county Sheriff’s cars before they are replaced. And County Executive Moore announced Tuesday that one national bond rating agency had upgraded its rating of the county’s bond credit-worthiness, a move that could reduce the costs of county borrowing for capital projects. Hodge declared at the outset of the session that the panel was not taking any formal votes but as members went through the line items, as well as recommendations from a citizens’ budget advisory panel, the majority sentiments were clear. The Council will hold another worksession next week and will conduct its formal votes and adoption of a new budget at its evening meeting on Tuesday 5/20/14. Par for the course at recent Council worksessions, Councilor Diana Broomell (R-4) took verbal shots at […]

Cecil County Commissioner Michael Dunn’s next county paycheck will be a bit smaller, due to a debt garnishee against his salary filed in Cecil County District Court. The Rising Sun-area commissioner (R-3) previously had a judgment filed against him and a garnishment of his state salary and bank account for unpaid debt and fees, totaling over $23,000, when he was employed by Del. Michael Smigiel (R-36). Court files show the state notified the court in January, 2011 that Dunn was “unemployed,” and a pre-existing garnishee could not continue to be deducted from his state salary. Dunn left the state payroll in December, 2010 when he was sworn in as a Cecil County Commissioner. But his creditors caught up with him on 6/30/11, with documents filed in court to attach his county commissioner salary for unpaid debts, under a still “active” court judgment that was initially rendered against Dunn in 2008. Cecil County Human Resources Director Donna Nichols, responding to an inquiry from Cecil Times based on the court records, confirmed that her office received the garnishee notice from the court on Friday. County employees, who are paid twice a month, received paychecks on Friday, so the garnishee against Dunn’s county […]

The Cecil County Commissioners made an additional last-minute half-cent cut in the proposed property tax rate Monday but again refused to restore funds to the county public schools and proposed cutting about $260,000 from the Sheriff’s proposed budget. The actions came during a Monday worksession but the final vote on the Fiscal 2012 county budget and the property tax rate will be taken Tuesday afternoon. Last week, the Commissioners cut more than $366,000 from the budget in broad nicks across departments and programs, as part of a previous tentative agreement to restore $314,000 to the county schools budget if cuts in other programs could be found. But that tentative agreement fell apart when Commissioners Board President James Mullin (R-1) reneged on his earlier statements and then voted against giving any more funds to the schools—after the other budget cuts had already been made. A majority of the Commissioners, with Diana Broomell (R-4) and Michael Dunn (R-3) joining Mullin, again refused to restore funds to the schools. The Commissioners had already cut $1.2 million from the schools, providing only the bare-bones maintenance of effort funding level required by state law. School officials had pleaded for restoring at least the $314,000 needed […]
