		<description><![CDATA[BILL COUTZ DREAMS BIG; CAMPAIGN $ SMALL, LATE AND LATENT Cecil County Council member Bill Coutz (R-2) has finally filed his campaign finance report that was due last week, with fines for his tardiness and a new treasurer and campaign chairman to replace two longtime supporters who resigned from his campaign. And while he has posted a video and told a public meeting of local volunteer firefighters that he will run for County Executive, he still has not filed necessary paperwork to do so. And with just $279 in his campaign account, his political fortune is but a dust speck in comparison with his already declared opponents in the Republican primary election. Coutz failed to comply with state law to report his ongoing campaign committee’s finances for the calendar year 2019, a report that was due 1/15/2020. As a result, he was fined $120; earlier in the day, the fine was listed as still unpaid, but by the close of business on Wednesday state records listed the fine as no longer having an unpaid balance. That is an important matter: candidates cannot file a certificate of candidacy for another race if they have unpaid violation balances for their campaign committees, [&#8230;]]]></description>

Cecil County politics is known for the wild and weird, from the many misadventures of the “Three Amigos” on the County Commissioners board to a nose-biting incident at a polling place on election day. Just when you thought that, several years into Charter government, things had changed for the better, or at least become more sane, now we have an out-of-this-world conspiracy theory put forward on social media by a two-time election loser who still harbors dreams of a comeback in the next election. Space aliens from Elkton secretly harbor a dastardly scheme to kidnap the town of Rising Sun, suspend its charter and confiscate the whole town, to be consumed by the County Executive—no doubt seasoned with some salsa on the side. After all, the purveyor of this science fiction conspiracy, which he calls “a theory,” tried to stoke fears of illegal aliens invading the county in his two most recent losing campaigns for county office, even though federal and state census and planning data show no influx of foreign-born residents. Governor-Elect Larry Hogan is hosting a breakfast meeting in Annapolis on Tuesday 12/9/14 at the swank Treaty of Paris restaurant with the five Republican County Executives in the state, including Cecil County Executive Tari Moore. But the seating arrangements at the intimate gathering could be a bit awkward. That’s because another attendee is Alan Kittleman, the newly elected GOP County Executive in Howard County. Moore endorsed his Democratic opponent, Courtney Watson, in the November election—much to the dismay and amazement of local and state fellow Republicans.
