		<description><![CDATA[EX-SHERIFF JANNEY CONSIDERS SECURITY CHIEF JOB FOR PROPOSED POT FARM Former Cecil County Sheriff Barry Janney, who is currently the chief of the Community Corrections unit of the county’s Detention Center, has joined a group of Harford County residents and businessmen in a bid to obtain one of 15 state licenses for a medical marijuana growing facility. In a highly competitive process, a special state commission is expected to pick the successful winners from hundreds of applicants in the next month or so. Janney is involved with an operation, “True Health Chesapeake, LLC,” that was first identified as an applicant by The Washington Post, which filed freedom of information requests to obtain names of persons associated with applicants for pot farm licenses. However, The Post identified the proposed location of the True Health facility as in Cecil County, but Janney told Cecil Times that in fact the planned operation would be located in the agricultural area of northern Harford County near Jarrettsville. Cecil County Sheriff Scott Adams told Cecil Times he had discussed the matter with Janney and made it clear that if the facility were to be licensed by the state, Janney would be “out” of his Cecil County [&#8230;]]]></description>

		<description><![CDATA[NEWS ANALYSIS In her last budget as Cecil County Executive, Tari Moore—who is not running for re-election&#8211; does more of the same: draining reserve funds, accumulated over many years by past County Commissioners to protect the county against sudden fiscal adversity, in order to pay for her current spending plans. Her latest Fiscal 2017 budget, revealed on Friday 4/1/16, draws down those reserves by another $2.58 million—bringing her four-year hit on county reserve money to at least $12.4 million. Those hits are estimated to reduce remaining “unassigned” reserves to just $2 million for the future, according to budget officials. But her final budget gives some comfort to county employees, who have complained of no or minimal cost of living pay raises or “step” pay grade boosts in recent years. Moore’s budget proposes a 5 percent pay increase for all county employees, and for law enforcement and emergency services workers covered by collective bargaining agreements, the pay and step boosts will be even higher. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT NEWS ANALYSIS A majority of the Cecil County Council indicated support this week for county purchase of an existing private animal shelter facility, but some members reserved judgment on County Executive Tari Moore’s plan to create a fully government-operated program, with county worker payscales and benefits. But Moore refused to say how much total county operation of the program would cost. Many of her proposals fly in the face of financial facts about operations of animal control services in the state, including her claim that she can create a government-related non-profit charity to get grants and donors to subsidize the employment of government workers with county payscales and benefits.
