		<description><![CDATA[A CECIL TIMES Special Report Cecil County Councilor Jackie Gregory (R-5) delivered an impassioned defense Tuesday of her paid job as a substitute teacher in county schools while voting on budgets including education as a member of the Council, saying a state Attorney General opinion in a Carroll County case supported her dual roles. However, Cecil County’s Charter and Ethics Code specifically bar Council members or public officials from working for any other “department” that receives county funds. The Attorney General’s opinion Gregory cited held there was no “incompatibility” under state law between a Carroll County Commissioner holding that post while also working as a part-time teacher for county schools. However, the opinion specified it was only reviewing state law and refused to address county laws or ethics codes, which the AG said were up to local authorities to interpret and enforce. During the Council members’ comment period at the end of the 11/5/2019 morning worksession, Gregory announced that she wanted to address an issue that has been brewing “behind the scenes” and to contradict anyone “suggesting that I’ve been engaged in wrongdoing.” She said she was raising the issue of her schools job in public in the interests of [&#8230;]]]></description>

		<description><![CDATA[The Cecil County Commissioners could have used a veterinarian to administer tranquilizers Tuesday as they bared their claws, yet again, over revisions to the county’s new animal ordinance, how many ‘experts’ should dance on the head of a panel reviewing the lone remaining bidder for animal control services, and conflicting concerns over horses. And just when you thought one Old Gray Mare issue had been put out to pasture—a mandate for “health certificates” for animals such as dogs and horses crossing state lines to visit or attend events in Cecil County—Commissioner Diana Broomell (R-4) on Tuesday proposed putting the contentious certificates matter back into the new ordinance, which took effect on 10/1/12. It had been removed previously when citizens protested at a public hearing that putting the certificates into the county ordinance imposed an undue and unenforceable local burden that was best left to state laws covering transport of livestock and horses across state lines. In another revelation, Broomell and Commissioner James Mullin (R-1) claimed Tuesday that they did not read the text of the animal ordinance before they voted on it in August. Andy Harris doesn’t know where his political home will be after the upcoming redistricting this fall but for now, the First District Republican is spending his summer “vacation” working the small towns and waterways of the Eastern Shore. “I enjoy representing the Shore,” he told Cecil Times on Wednesday in an exclusive interview over lunch in Galena. Harris had just finished a boat tour of the Bohemia River with a Cecil County waterman who harvests catfish. “I personally hope that, for political reasons, they don’t divide the Eastern Shore,” he said. “They” are Democrats. Harris is resigned to the fact that Democrats are firmly in control of the redistricting process. Democrats hold all but one seat on the governor’s redistricting panel; the state’s congressional delegation that is playing a major role in behind-the-scenes maneuvers is dominated by Democrats; and a Democratic governor will present his redistricting plan to a Democratic-controlled General Assembly during a special legislative session in October. “It’s almost shameless partisan politics,” Harris said, and a process that makes voters “cynical about government.” The current 1st District includes all of the Eastern Shore as well as parts of Harford, Baltimore, and Anne Arundel [&#8230;]]]></description>
