		<description><![CDATA[The Cecil County Commissioners made an additional last-minute half-cent cut in the proposed property tax rate Monday but again refused to restore funds to the county public schools and proposed cutting about $260,000 from the Sheriff’s proposed budget. The actions came during a Monday worksession but the final vote on the Fiscal 2012 county budget and the property tax rate will be taken Tuesday afternoon. Last week, the Commissioners cut more than $366,000 from the budget in broad nicks across departments and programs, as part of a previous tentative agreement to restore $314,000 to the county schools budget if cuts in other programs could be found. But that tentative agreement fell apart when Commissioners Board President James Mullin (R-1) reneged on his earlier statements and then voted against giving any more funds to the schools—after the other budget cuts had already been made. A majority of the Commissioners, with Diana Broomell (R-4) and Michael Dunn (R-3) joining Mullin, again refused to restore funds to the schools. 		<description><![CDATA[The Cecil County Commissioners have drafted a Fiscal 2012 budget that would cut county public schools by $1.2 million, slash 4 percent off the county libraries’ budget, slice 3 percent from Cecil College funds, and force the county Sheriff’s office to absorb over $700,000 in lost state aid for work-release prisoners at the jail. In interviews with The Cecil Times, participants in the closed-door discussions Tuesday and Wednesday, as well as representatives of county departments affected by the budget cuts, described the process and the impact the proposals would have on county services. In general, the Commissioners decided to “nick” most programs and departments to spread out the “pain” of a difficult budget year. But some departments, especially the county public schools, feel they got “nicked” more than others proportionately, despite proposing frugal budgets to the Commissioners. 		<description><![CDATA[Crime makes citizens pay and public safety requires public dollars was the message to the Cecil County Commissioners from safety agencies Tuesday, during reviews of budget proposals for the upcoming Fiscal 2012 budget year. Sheriff Barry Janney said he needs to hire and equip two additional patrol deputies, replace 11 old patrol cars and an SUV and add 7 officers to the staff at the detention center. Janney pointed out that the Sheriff’s Department is now designated the primary law enforcement agency for Cecil County and the state police have continued to cut back on their involvement in county law enforcement. The sheriff’s agency took over traffic accident investigations about a year ago and the sheriff’s department now has its own crime scene investigative technician. He said that Cecil County’s crime rate rose 1.3 percent from 2008-2009, and Cecil was one of only four counties in the state where the crime rate rose in that period. “There is a constant strain on our manpower,” Janney said. He pointed out the operations of the Street Level Crime unit, which has been involved in solving problems in the Crystal Beach area in the southern part of the county.
