		<description><![CDATA[Cecil County Executive Tari Moore has decided to bring all animal control services under county government, buying the Cecil County SPCA shelter in Chesapeake City for about $400,000 and also apparently hiring an unspecified number of new county government employees— potentially with full county pay and benefits—and without yet telling the public or County Council the full costs of her actions. Moore’s administration notified competitive bidders Monday morning that she was killing their bids to provide animal control services, and several hours later issued a brief press release stating, without any budget or cost numbers, that she wanted government employees to operate animal services that in the past were handled by non-profit contractors. She plans to put two animal control officers under the authority of Richard Brooks, the county’s second-highest paid employee, as head of Emergency Services. An unspecified number of shelter employees would be put on the payroll of David Trolio, the head of transportation and senior services who has recently expanded his portfolio into a new Department of Community Services. 		<description><![CDATA[Cecil County’s newest Circuit Court judges, who must run for election to their seats this year, have been busy on the fundraising front and are already running active campaigns for the April primary election. Keith Baynes, a Republican, and Jane Cairns Murray, a Democrat, were appointed to their seats on the Circuit Court by Gov. Martin O’Malley. A third candidate is on the ballot, Del. Michael Smigiel (R-36), who did not go through the vetting process for appointment to a court seat and chose instead to file as an election challenger this year. Circuit Court judges must run for election to their seats in the first election after their appointment but they run on a non-partisan basis in both the Republican and Democratic primaries. With two bench seats at stake, the two top vote-getters in each primary would proceed to a general election, with a potential three-way contest if different candidates win in the primaries. But if the same two candidates win in each primary, they would be unopposed in November. That’s why Baynes and Murray have been actively holding fundraisers and meeting with citizens at various events around the county. 		<description><![CDATA[Owen Thorne, the controversial interim appointee to the Cecil County Planning Commission who was expected to get appointed to a full three-year term on Tuesday, is out and the political campaign treasurer for Commissioner Michael Dunn (R-3) – Skip Yust —is in. Under informal County Commissioner procedures, the seat is Dunn’s to fill, with approval of a majority of the county board. Dunn, who had engineered the interim appointment of Thorne, said that Thorne had asked to have his name withdrawn and that Yust would be his choice for the seat. Yust is a former Rising Sun town commissioner and a political ally of, and campaign contributor to, both Dunn and Commissioner Diana Broomell (R-4). Dunn made the surprise announcement at Tuesday morning’s commissioners worksession, just hours before the Commissioners were due to vote at their formal evening meeting on a candidate— expected to be Thorne&#8211; to fill the Planning Commission seat. Given the suddenness of his choice, Dunn agreed to postpone a final decision on the Yust appointment until fellow commissioners had time to review it.
