		<description><![CDATA[The Cecil County Council decided on Tuesday (6/7/16) to approve lame duck County Executive Tari Moore’s final budget with minimal spending cut tinkering&#8211; putting just $131,000 back into reserve funds that Moore has raided by over $12.4 million during her tenure. The Council went along with Moore’s proposed property tax rate for Fiscal 2017, imposing a tiny, far less than a penny boost from the current tax rate. The Council also cut spending in the Fiscal 2017 capital budget, which covers construction projects, by $6.18 million, in part by delaying some projects until the following fiscal year. Moore’s budget for the Fiscal 2017 budget year, which begins on 7/1/16, proposed a tax rate of 0.9914, a miniscule increase from the current rate of 0.9907 per $100 of property valuation. So for a home assessed for tax purposes at $200,000, the current tax bill would be $1,981.40. At the new rate, the same property’s tax bill would be $1,982.80—an increase of $1.40 per year. The new tax rate is set at the “constant yield” level—which means the rate needed to generate the same amount of property tax revenues to the county as it received in the previous budget year. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT Cecil County Executive Tari Moore will ask the County Council next week to approve a $24,000 budget increase to give her preferred animal control contractor, A Buddy for Life, Inc., an extra $4,000 a month on their six-month extension of a three year contract. Moore unilaterally extended the Buddies’ contract without Council approval, while she looks for a kennel to buy at an unspecified taxpayer expense, that could be operated by the Buddies. Now she is looking to give the Buddies even more money on their current unbid, unilateral $271,000 six month contract extension, and would take the additional $24,000 out of county reserve funds, according to the text of her proposal to the County Council. Moreover, her proposal is a slap in the face to the County Council, and especially Council President Robert Hodge (R-5), who proposed and won Council approval of a budget cut in the animal control spending account for Fiscal 2016 as part of the Council’s successful efforts to reduce Moore’s spending plans that would have boosted property taxes for the first time in three years. 		<description><![CDATA[The Cecil County Council approved a new Fiscal 2016 budget Tuesday night, cutting spending by over $2 million to kill a property tax increase proposed by County Executive Tari Moore. But the council’s deliberations went to the wire with a last-minute $150,000 spending cut in the county Sheriff’s Department budget that already had been reduced. The hit on the Sheriff’s budget was initiated by County Council President Robert Hodge (R-5), who had been pressing for weeks for even deeper, $250,000 cuts in the Sheriff’s budget but had met resistance from fellow Council members. But Hodge saw his opportunity to resurrect a scaled-back budget cut Tuesday morning, when the council was looking for ways to mitigate the impact of a new Moore-proposed property transfer tax&#8211; with a two-month delay to cover existing sales/purchase contracts.
