		<description><![CDATA[Cecil County officials acknowledged Monday that they received a late bid, after the 1:30 PM Thursday 10/1/15 deadline for submission of bids on a new Animal Control contract, from a Chestertown pest removal company but decided to allow the late submission to be accepted and reviewed for the 18-month contract. Three other bidders complied with the deadline and were announced as the only official bidders at a bid opening meeting. Al Wein, the county Director of Administration, told Cecil Times on Monday that the tardy vendor, Wildlife Damage Control, phoned the county procurement office shortly before the deadline and said they would be late because “They didn’t know that the Sassafras River bridge was closed.” The bridge is the dividing line between Cecil and Kent counties. The closing of the bridge for several weeks was widely announced in local media and through multiple signs posted throughout Kent County highways for the past several months. Cecil Times was present for the official bid opening last Thursday, when it was announced that there were three official bidders after David Pyle, the county purchasing officer, opened three packets that had been submitted. 		<description><![CDATA[The Cecil County Council voted late Thursday afternoon in Elkton to support most of County Executive Tari Moore’s Fiscal 2014 budget proposal, repeatedly rejecting proposals by Councilors Diana Broomell (R-4) and Michael Dunn to (R-3) to slash money for county public schools, public safety and public works projects. The votes showed the intentions of the majority of the Council on a wide range of budget issues but are not yet final or binding. The Council must adopt a county budget in a formal legislative session on Tuesday 5/21/13, and some of the amendments voted down on Thursday could be presented again. But on most points, the intent of the majority was clear and few if any changes are expected. Most tallies came on a 3-2 vote, with Council President Robert Hodge (R-5), Vice President Alan McCarthy (R-1) and Councilor Joyce Bowlsbey (R-2) voting together to oppose the spending cuts endorsed by Broomell and Dunn. Hodge brought a list of possible cuts to the meeting as possible lesser reduction alternatives but he didn’t offer most of them when the Broomell-Dunn proposals were defeated. 		<description><![CDATA[What would you get if you put a bridge on Weight Watchers? A skinny bridge on Old Elk Neck, designed by Commissioner Diana Broomell (R-4) to limit area development potential, even though such a new bridge would be “functionally obsolete,” according to county engineers. It was yet another do-over day Tuesday afternoon for the county commish, as they argued for about two hours, yet again, over county bridge priorities and re-visiting decisions that commissioners already made in the past, at the instigation of Broomell. And it was the latest installment in the not-ready-for-primetime unreality show, “The Bridges of Cecil County,” that has been playing on the County Commissioners channel in Elkton for much of the year.
