		<description><![CDATA[Cecil County Executive Alan McCarthy’s first budget, which boosts spending for economic development and job-creation efforts, drew scrutiny from the County Council this week as McCarthy and state officials saddled up to try to bring elite four-legged tourists and the humans who love them to the county for a potential multi-million dollar jackpot. Chris Moyer, the county’s new Director of Economic Development, told the County Council on Tuesday (4/18/2017) that the executive’s proposed budget provides a 5.7 percent increase in Fiscal 2018 over the current budget year for economic development efforts, including tourism promotion and agriculture as well as business and job development. He said his agency “fully appreciates that the county has limited resources,” but urged the council to support the budget request as one that will pay off for the county in the long run. Several of the increases would benefit the tourism promotion office, with hiring of a part-time office services assistant and a higher advertising and promotion budget. The tourism office received kudos last year for hosting the return of the Bassmaster international fishing competition to Cecil County, an event that was estimated to contribute as much as $2 million to the local economy. 		<description><![CDATA[Cecil County voters, who overwhelmingly approved a shift to Charter government in 2010, decided by strong margins on Tuesday that they were willing to accept four Charter changes, including some that could shift greater powers to the County Executive in budget deliberations. While all four Charter amendments won strong support from voters who cast ballots on the questions, there were substantial numbers of voters who simply left those items blank, according to Election Board tallies. Such “undercounts” generally reflect voter uncertainty about the question’s implications so they do not register their viewpoint. In conversations with voters before and during Election Day, Cecil Times found much confusion on the ballot questions, including some voters who believed they were re-affirming support for Charter government in general if they endorsed the four amendments on the ballot. QUESTION A: Voters approved this question by a tally of 88 percent, while 11.9 percent voted no. 		<description><![CDATA[COMMENTARY In this year’s election, Cecil County voters are being asked to decide four local ballot questions on whether to overhaul some key provisions of the county’s new Charter form of government. The proposed changes would alter the county budget process and in some cases tilt the balance of power toward the County Executive in key fiscal matters. Consequently, Cecil Times urges voters to carefully consider these four local ballot questions, and recommends adoption of two, and rejection of two other, Charter amendments for the following reasons: QUESTION A— Question A asks voters to re-arrange the schedule&#8211; and in many ways tilt a balance of power&#8211; for drafting the annual budget by the County Executive and review and deliberations by citizens and the County Council. In essence, the proposal gives the Executive more time to draft her budget while citizens and the County Council get two fewer weeks than under the current schedule. The Charter amendment would allow the County Executive to delay submission of her budget to the Council from the current March 1 until April 1 each year.
