		<description><![CDATA[NEWS ANALYSIS Cecil County’s animal control oversight panel that monitors a private contractor, handling stray animals at taxpayer expense, has lost two members who resigned recently after what some say was “bullying” by the contractor, A Buddy for Life, Inc. And after a meeting last week, Girl Scouts who had questioned the shelter operations say they suffered racially-tinged remarks telling Black children to “go back to Baltimore.” At the same time, Cecil County Executive Tari Moore and her administration have stood by the Buddies group and current control of the Animal Care and Control Oversight Commission (ACCOC) by pro-Buddies allies. Moore has also indicated in her budget that she is not looking for cost-savings in animal control operations even though the Buddies’ contract expires mid-budget year. At a meeting last week, several Girl Scouts from nearby Delaware attended the session as part of their efforts to learn about and attend government meetings. Three of the young girls spoke, in child-like voices that could barely be heard on the official audiotape of the meeting, for a minute or less each to urge humane treatment of the animals at the taxpayer-supported Buddies shelter located at a rented kennel in Elkton. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT The state Board of Veterinary Medical Examiners has fined A Buddy for Life, which handles animal control for Cecil County under a more than $2.25 million contract, for operating its rented animal shelter in Elkton without a required state license for a year. The state panel also imposed fines and license sanctions involving drug laws against Mindy Carletti, a Perryville veterinarian who provides services and has financial ties to the Buddy group. Meanwhile, a dog, “Brittany”&#8211; that mauled a woman providing the Buddies-owned dog with a temporary foster home and that killed her pet Chihuahua with such violence that its eyeball flew out of its socket&#8211; was recently offered for adoption again by the group in online postings without mentioning the pet’s death or the violent attack on the woman. And in its latest financial reports to the county, the Buddies have found yet another fiscal gimmick to try to justify the $60,000 a month the county gives the group: claiming IRS car usage reimbursement rates for use of a personal vehicle for business purposes. 		<description><![CDATA[A Cecil Times Special Report Cecil County’s animal control contractor, A Buddy for Life, Inc., has admitted it omitted details of a fatal attack by one of its ‘foster’ dogs in a required report to county officials, while a state inquiry into the group continues and new financial data indicates taxpayers are paying caviar costs for Wal-Mart food and care. A state investigation is continuing into the operation of the Buddy shelter for nearly a full year without a required state license. A spokeswoman for the state Department of Agriculture, which includes the Board of Veterinary Medical Examiners under its umbrella, told Cecil Times that the vet board met in late January and “this matter is being investigated” and “until they have a final document” no further comment can be made at this time. The Buddy group did not obtain its required state license until 12/26/13 but began taxpayer-financed operations on 1/1/13.
