		<description><![CDATA[Cecil County State’s Attorney Edward D. “Ellis” Rollins was charged on Monday with four misdemeanor offenses—two counts of indecent exposure and two counts of disorderly conduct—stemming from his arrest last week in Ocean City, after local police responded to citizen complaints of a naked man on a hotel balcony. “Indecent exposure” is a misdemeanor, punishable by a maximum of three years in prison and/or a fine of up to $1,000. In addition, “disorderly conduct” is a misdemeanor, punishable by a sentence of 60 days in jail and/or a $500 fine. Conviction on all four counts could result in a total of six years and 120 days in prison and fines up to $3,000. Rollins, who is in his second term as the elected State’s Attorney for Cecil County, was personally notified by Worcester County State’s Attorney Beau Oglesby, sources said. 		<description><![CDATA[Analysis State Sen. E.J. Pipkin (R-36) has never liked losing, although he has done a lot of it in his repeated failed efforts to move up the political ladder in Maryland. So it is perhaps not surprising that he and his political cohort, Del. Michael Smigiel, who recently lost a campaign for a Cecil County judgeship, are screaming so loudly over the decision by new County Executive Tari Moore to remove their power to appoint her replacement on the County Council. “Benedict Arnold,” harrumphed Smigiel on Facebook, utilizing his usual hyperbole and bluster to attack Moore, whom he also maligned in personal terms by claiming she “has no honor.” Smigiel and Pipkin did not attend Monday’s swearing-in ceremonies in Elkton for Moore as County Executive and for fellow Republicans Robert Hodge and Dr. Alan McCarthy as members of the new County Council. Also absent were the Smipkin-aligned holdover County Commissioners/Council members Diana Broomell (R-4) and Michael Dunn (R-3.) 		<description><![CDATA[The Cecil County Commissioners again postponed a decision on creating a charter government advisory panel Tuesday but the Board President moved quickly to kill an airport authority proposal that had not been voted on by the full board. The perennially polite Commissioner Tari Moore (R-2) became angry at the attempt by Commissioner Board President James Mullin (R-1) to send a letter in the name of all the commissioners rejecting a request by the operator of the private Raintree airport that the county create an airport authority to oversee a county airport. The request was first briefly discussed in public at last week’s commissioners’ work session but no decision was reached or voted upon. But Mullin presented a letter to the airport operator on Tuesday claiming that the full board agreed that the county would not support creation of an airport authority. “If we’re going to be ‘transparent’,” Moore said, the president of the board should not be sending a letter purporting a position that has not been voted on by the full board. “I feel like three people made a decision” without consulting with all members of the five-member board and without a thorough review of the proposal, Moore said.
