		<description><![CDATA[The Cecil County Commissioners voted to use county funds to purchase development rights on a large Rising Sun farm Tuesday, after several hours of often heated public comment led by members of the local tea party group that opposed giving taxpayer money to a landowner when there is no imminent threat of development of the property. Advocates of farmland preservation, including former County Commissioner Phyllis Kilby, strongly supported the acquisition, which will be front-financed by the county government. (Kilby’s husband, Bill, heads the Cecil Land Trust that brokered the deal.) However, federal funds are expected to reimburse the county for about $720,000 of the cost, leaving the county paying a net cost of about $730,000. Voting in favor of the purchase were the usual “Three Amigos” faction of the Cecil County Commissioners—Board President James Mullin (R-1) and Commissioners Diana Broomell (R-4) and Michael Dunn (R-3). Commissioner Tari Moore (R-2) abstained on the vote, saying she was “very concerned” that the property owner, Lowell McCoy, might not have seen the text of a contract between federal authorities and the Cecil Land Trust. 		<description><![CDATA[A long-proposed project to develop housing for homeless veterans on the grounds of the Perry Point VA hospital in Perryville drew more questions before the Cecil County Commissioners Tuesday as the county’s housing director warned that proposed demands could siphon off housing aid from families in the county. David Mahaney, the county’s housing director, said he was concerned that the Veterans Administration and its selected developer of housing units on the grounds of the federal installation are trying to get the county to give up control of some of the federal “Section 8” housing aid vouchers that the county doles out to individual families. He said the VA is trying to get “project-based” housing money, instead of the intended “choice” element of the federal housing aid program, through which poor families are supposed to be able to choose where they want to live and use their vouchers to help pay their rent. Mahaney urged the Commissioners to reject that concept, since it runs counter to the “choice” aspect of the federal program. 		<description><![CDATA[Cecil County will pay a private landowner for a Rising Sun-area farm preservation easement, the first installment of up to $2 million in new local government-paid incentives to preserve farmland. During a worksession Tuesday, County Commissioners briefly reviewed the proposal to purchase an easement on a 152 acre farm on Route 274 near Rising Sun. The proposal, which has been pending before the commissioners since May, was formally introduced at the evening commissioners’ meeting, with a vote expected in two weeks. The property is owned by Jacob and Virginia Carson, who plan to sell the farm to an Amish family but want to ensure it is preserved as farmland for the future. They will obtain money from the actual sale and also money from the preservation easement, which will be funded by federal and county money. The resolution prepared for the Commissioners to introduce at their evening meeting listed total cost of the easement at $550,770, including $12,770 in acquisition costs and fees. The Cecil Land Trust has now obtained approval for federal Farm and Ranchland Protection Program funds in the amount of $244,000.
