		<description><![CDATA[In one of the few contested races on the November general election ballot in Cecil County, voters returned Carolyn Crouch to the Orphans Court, where she has served for 12 years, and filled two other seats with new judges. There were four candidates—three Republicans and one Democrat—seeking three available seats on the court. Crouch, who formerly served with the North East Chamber of Commerce and the county’s homeless shelter for men, is the chief judge of the Orphans Court, which handles probate of wills and settles disputes over estates. She was the top vote-getter, with 27.3 percent of votes cast. Members of the panel are paid $8,750 a year. William (Bill) Harris won a seat on the court after spending many years involved in Republican party politics, serving on the GOP Central Committee and as chairman of Governor Hogan’s campaign in Cecil County four years ago. He was rewarded with a job at the state’s Human Resources Administration, after previously serving as chief of staff to state Del. Kevin Hornberger (R-35A). 		<description><![CDATA[Making a strong comeback, Allyn “Lyn” Price Nickle won a commanding victory in the hotly contested race for Register of Wills, unseating Michael W. Dawson who had scored an upset victory over Nickle four years ago. This year’s fight was on different political turf: Nickle ran as a Democrat last time but switched her party affiliation to GOP for the 2018 elections. Dawson ran for a state Delegate seat several years ago on the Constitution Party ticket but changed his party affiliation to Republican when he ran for Register of Wills four years ago. There is no Democrat competing for the post this year, so the winner is determined in the Republican primary. With all but two precincts tallied, Nickle “registered” 66 percent of the vote in the primary, while Dawson received 34 percent. There were 198 Republican absentee ballots sent out by the local Board of Elections and they will be counted on June 28 and July 6. In addition, a computer glitch involving voters who changed their party affiliation or home address using kiosks or services at state Motor Vehicles Administration offices will likely increase the number of provisional ballots that will not be counted until July 5. Taylor, the former treasurer of the Cecil County Republican Central Committee and a protégé of the old ‘Smipkin” GOP political machine, has been indicted by a grand jury on three counts of theft, embezzlement and perjury involving the elected party committee’s finances. If convicted, she could face up to 25 years in jail and a $10,000 fine. The case was brought by the Office of the State Prosecutor, which under Maryland law is empowered to investigate and prosecute violations of state elections laws as well as political corruption cases. The prosecutor’s office is located in Towson, and often uses grand juries in Baltimore County to present its cases, but election law matters are governed by the state Board of Elections in Annapolis, in Anne Arundel County. The indictments against Taylor, 35, who is listed as residing in the Patriot’s Glen community in Elkton, were returned 3/13/15 by an Anne Arundel County grand jury and disclosed Monday by State Prosecutor Emmet C. Davitt. “Maintaining the integrity of Maryland’s criminal and election laws has always been and shall remain of the utmost importance to this office.
