		<description><![CDATA[A CECIL TIMES SPECIAL REPORT NEWS ANALYSIS A majority of the Cecil County Council indicated support this week for county purchase of an existing private animal shelter facility, but some members reserved judgment on County Executive Tari Moore’s plan to create a fully government-operated program, with county worker payscales and benefits. But Moore refused to say how much total county operation of the program would cost. Many of her proposals fly in the face of financial facts about operations of animal control services in the state, including her claim that she can create a government-related non-profit charity to get grants and donors to subsidize the employment of government workers with county payscales and benefits. In fact, her proposals run counter to the trend of local governments increasingly moving to contract with private non-profit groups to operate government- owned shelter facilities to save taxpayer money. And Moore is putting most of the power to create and oversee her new untested animal services plan into the hands of one county employee whose experience and portfolio covers transit buses and a senior citizens exercise facility. 		<description><![CDATA[Cecil County officials acknowledged Monday that they received a late bid, after the 1:30 PM Thursday 10/1/15 deadline for submission of bids on a new Animal Control contract, from a Chestertown pest removal company but decided to allow the late submission to be accepted and reviewed for the 18-month contract. Three other bidders complied with the deadline and were announced as the only official bidders at a bid opening meeting. Al Wein, the county Director of Administration, told Cecil Times on Monday that the tardy vendor, Wildlife Damage Control, phoned the county procurement office shortly before the deadline and said they would be late because “They didn’t know that the Sassafras River bridge was closed.” The bridge is the dividing line between Cecil and Kent counties. The closing of the bridge for several weeks was widely announced in local media and through multiple signs posted throughout Kent County highways for the past several months. Cecil Times was present for the official bid opening last Thursday, when it was announced that there were three official bidders after David Pyle, the county purchasing officer, opened three packets that had been submitted. 		<description><![CDATA[Cecil County Council President Robert Hodge (R-5) has long been dismayed that county-financed construction projects often use non-local subcontractors and services—from port-a-potties to cement—rather than pump some of those government dollars back into the local economy and wallets of Cecil County residents. So last week Hodge proposed a broad initiative to boost “good faith” efforts by bidders on county projects to employ local subcontractors and service providers. His proposal, which he said was really an impetus to stimulate discussion on how to promote local business, immediately drew skepticism from some county government officials and ideological political venom from a local conservative group. The group, “Campaign for Liberty,” is operating in Cecil and Harford counties and has ties to the Smipkin political organization. The group is being courted by County Councilor Diana Broomell (R-4), who is widely expected to seek a state legislative seat in a new Cecil-Harford district. But Hodge was ahead of the curve with his proposals, and several days later, Maryland Attorney General Doug Gansler suggested an array of “preferences” for Maryland businesses and suppliers on state contracts.
