		<description><![CDATA[The COVID-19 pandemic is expanding rapidly across Maryland, as the number of confirmed cases more than doubled in Cecil County—growing from 4 to 9 confirmed cases&#8211; and grew exponentially statewide in just a day. The economic toll of the virus also made its first measurable impact, with soaring applications for jobless benefits in the state and locally, due to business closings related to the virus. On Thursday (3/26/2020) morning, the state Department of Health posted updated numbers for confirmed cases of the COVID-19 virus statewide and by county locations. Those figures listed 580 confirmed cases of COVID-19—an increase of 157 new cases over the previous day, for the largest one-day increase so far. “We are only at the beginning of this crisis, in our state, in the National Capital Region, and in America, said Maryland Gov. 		<description><![CDATA[Edward D.E. “Ellis” Rollins III has resigned as Cecil County State’s Attorney, after clinging to his job and its nearly $150,000 taxpayer-paid salary and benefits for months after he was charged with indecent exposure and disorderly conduct stemming from alleged sex-related incidents in Ocean City. He is scheduled to be sentenced on Tuesday 2/14/2017 in Worcester County Circuit Court for his 12/9/2016 conviction on two charges after a two-day jury trial. He was found not guilty on two other counts, one each of indecent exposure and disorderly conduct. For the two charges on which Rollins was convicted, “indecent exposure” is a misdemeanor, punishable by a maximum of three years in prison and/or a fine of up to $1,000. In addition, “disorderly conduct” is a misdemeanor, punishable by a sentence of 60 days in jail and/or a $500 fine Since charges were filed against him last June, Rollins has not appeared in local courtrooms to prosecute cases, leaving the already thinly-staffed office short-handed. Rollins was said to be working on administrative matters in his office, but multiple sources told Cecil Times that Rollins was essentially AWOL, and there were even times that papers needing signature had to be brought to him [&#8230;]]]></description>

		<description><![CDATA[The White House has awarded $125,000 to Cecil County for programs aimed at preventing drug abuse, especially among youths. But more than half of the annual grant will go to pay salary and benefits for a co-coordinator of a newly-created “Cecil County Drug-Free Communities Coalition.” The grant comes from the White House Office of National Drug Control Policy and is designed to promote community-based projects to prevent drug abuse. The initial one-year grant is expected to be renewed annually for five years, for a total of $625,000, according to Ken Collins, a local health department official and the special advisor on drug policy to County Executive Tari Moore. While the grant proposal outlined seven broad areas for which the funds would be spent—including drug prevention and awareness training for parents and educators, “engaging new community members” and “developing and implementing a social norms campaign”—over half of the money will go to pay the salary and benefits of a co-coordinator who will be hired to administer the grant.
