		<description><![CDATA[The Maryland Department of the Environment (MDE) has issued a six-month permit to the US Army Corps of Engineers to allow renewed dumping of shipping channel dredge spoil at the Pearce Creek site the Corps owns in southern Cecil County. But dumping could not resume until construction begins on a seven-mile water pipeline from the Town of Cecilton to serve Earleville residents whose wells were polluted by the dump. The state agency dismissed several concerns and requests from local residents, including calls for the provision of free bottled water from the time dumping resumed until the Cecilton waterline was fully operational. Such issues were “beyond the scope” of MDE’s authority or procedures for issuing the permit. But the permit is conditional upon eventual completion of the Cecilton pipeline and further limits the onset of new dumping to coincide with the start of the pipeline’s construction. Cecilton Mayor Joseph Zang, who initiated the concept of the water pipeline and worked to convince Corps and state officials of its feasibility, told Cecil Times that he anticipates construction could begin in the summer, before the Corps expects to resume dumping at Pearce Creek. 		<description><![CDATA[The US Army Corps of Engineers is refusing to provide temporary free bottled water to Earleville residents whose drinking water wells were polluted by a federal dredge spoil dumpsite, which the Corps and the Maryland Port Administration (MPA) are trying to re-open to new dumping after a 20-year hiatus due to pollution concerns. During a meeting last week at the Chesapeake City offices of the Corps that included federal and state officials involved in the issue along with residents of the three communities affected by the dump, Tony DiPasquale, with the Corps’ Philadelphia regional office, said the federal agency had decided to refuse a request by the residents—and the Cecil County Council—to provide free bottled water until a proposed municipal water pipeline from the town of Cecilton is constructed and extended some seven miles to the affected communities in Earleville. The pipeline is not expected to be in service until at least two years after the fall, 2015 date by which the Corps and MPA want to renew dumping at the Pearce Creek dumpsite owned by the Corps. 		<description><![CDATA[ELKTON&#8211;State transportation officials converged on Elkton on Tuesday 9/30/14 to outline state spending priorities in Cecil County, as Transportation Secretary Jim Smith boasted of multi-agency meetings to pressure for quick approval of an environmental permit to allow resumed shipping channel dredge spoil dumping at an Earleville site that has polluted local residents’ drinking water wells. “We’re setting deadlines,” Smith said, for a decision by the Maryland Department of the Environment (MDE) on issuing a permit for renewed dumping at the Earleville site. He said there would be “an announcement by November 21.” However, by state law, MDE has one year from the 7/1/14 date on which the US Army Corps of Engineers formally filed its application for a state water quality certification that is needed before shipping channel dredge spoils could be dumped at the Earleville site. (Dumping at the Pearce Creek site in Earleville was barred over 20 years ago by MDE due to concerns over pollution of area aquifers that serve residential water wells. An independent federal study by the US Geological Survey issued in January, 2013, confirmed that the Corps dumpsite had polluted aquifers and local residents’ water supply, including concentrations of arsenic and multiple other toxic [&#8230;]]]></description>
