		<description><![CDATA[A CECIL TIMES Special Report Redevelopment of the sprawling 1,185-acre Bainbridge site in Port Deposit, stalled for two decades by environmental and logistical problems, was celebrated by Gov. Hogan recently as a flag was raised on the first of three stages of the project that he praised as a model of economic development. But a last-minute provision secretly inserted into a parks bill by Del. Kevin Hornberger (R-35) could complicate or derail the next phase of the economic revitalization plan and, state legislative analysts say, jeopardize anticipated revenues to Cecil County and the town of Port Deposit. In addition, the long wished-for re-use of the historic Tome School property—devastated by arsonists and looters over the years—is also in jeopardy under provisions that could prevent private re-development of that 50-acre portion of the Bainbridge site through historic preservation tax credits to save the classic façade of the school—which state historical reviewers have determined is the only salvageable part of the school. And there is no assurance in the secret plan that the state would come up with the taxpayer-provided money that would be needed to salvage Tome as part of a state park. 		<description><![CDATA[Cecil County has adequate high-speed Internet services for businesses in the Route 40 growth corridor and no county expenditures or initiatives are needed, according to a report by the administration of County Executive Tari Moore. But Moore’s report excluded residential customers and businesses located elsewhere in the county and came at the same time that southern Cecil County residents learned their main Internet service provider had gone out of business, abandoning local customers. Wavevision, formerly known as Bay Broadband, suddenly went out of business about two weeks ago without even telling customers of its action. The wireless radio-waves transmission service for years has been the only source of broadband in much of southern Cecil County. A Chestertown company, Delmarva WiFi, is now scrambling to serve local residents. Moore’s administration was responding, in part, to a special task force—created last year at the initiative of County Council President Robert Hodge (R-5)—that drew far different conclusions in its 41-page report and advocated a pro-active role by the county government to expand broadband (high-speed Internet) services as both a business development and quality of life issue. Andy Harris (R-1) told Cecil County officials Friday that the liner technology proposed to seal a US Army Corps of Engineers dump in Earleville is untested and he will “insist” on monitoring of any new dumping at the site for further pollution of area waterways and wells. During a meeting in Elkton with the County Council and County Executive, Harris said that “a full liner has never been tested on this scale.” He said he would “insist” on ongoing monitoring via test wells drilled in the area to make sure that “the assumptions translate into reality.” And, paraphrasing former President Ronald Reagan’s comments on arms control, Harris said environmental officials must “trust but verify” that the Corps is not further polluting the area if dumping is resumed. The Pearce Creek dump, located at the end of Pond Neck Road and adjacent to the Elk River and the Chesapeake Bay, was closed to further deposits of shipping channel dredge spoils 20 years ago due to Maryland Department of the Environment (MDE) concerns about pollution of area groundwater.
