		<description><![CDATA[Edward D.E. “Ellis” Rollins III has resigned as Cecil County State’s Attorney, after clinging to his job and its nearly $150,000 taxpayer-paid salary and benefits for months after he was charged with indecent exposure and disorderly conduct stemming from alleged sex-related incidents in Ocean City. He is scheduled to be sentenced on Tuesday 2/14/2017 in Worcester County Circuit Court for his 12/9/2016 conviction on two charges after a two-day jury trial. He was found not guilty on two other counts, one each of indecent exposure and disorderly conduct. For the two charges on which Rollins was convicted, “indecent exposure” is a misdemeanor, punishable by a maximum of three years in prison and/or a fine of up to $1,000. In addition, “disorderly conduct” is a misdemeanor, punishable by a sentence of 60 days in jail and/or a $500 fine Since charges were filed against him last June, Rollins has not appeared in local courtrooms to prosecute cases, leaving the already thinly-staffed office short-handed. Rollins was said to be working on administrative matters in his office, but multiple sources told Cecil Times that Rollins was essentially AWOL, and there were even times that papers needing signature had to be brought to him [&#8230;]]]></description>

		<description><![CDATA[If you take a paycheck, most employers expect you to show up for the job. But taxpayers didn’t get the job done by one of their employees when Cecil County Del. Michael Smigiel (R-36) was a no-show as the House of Delegates passed one of the most locally reviled bills of this year’s General Assembly session: an increase in the gas tax. And that wasn’t his only voting MIA on important legislation. [In fact, a review of a 70-page database of all his votes during the 2013 session found that Smigiel was marked absent on a total of 194 votes on the House floor.] One of the most controversial issues in the recently concluded General Assembly session was a proposed increase in gasoline taxes, with a new sales tax to be phased in as well as boosts in the existing state gas tax of 23.5 cents a gallon that would for the first time link future increases to inflation. As a result, drivers could expect to pay an additional 4-cents a gallon as of July 1 and the extra costs could jump by as much as 20-cents a gallon by 2016. 		<description><![CDATA[School officials sought a go-ahead Tuesday from Cecil County Commissioners to proceed with an engineering study to determine the suitability of the Basell property for conversion to a new vocational-technical school. But two of the Three Amigos faction of the commissioners’ majority bloc balked and the third was AWOL. Cecil County Public Schools (CCPS) officials, who first proposed the votech school plan 10 months ago, pointed out that time was of the essence to make a decision, in order to get the process underway in keeping with the state’s financing schedule since state funds would be a key component of the project. But delay is often the middle name of the Cecil County Commissioners and Tuesday was no exception. Commissioner Michael Dunn (R-3) didn’t bother to show up for the meeting, with no excuses offered, even though he had attended a brief worksession of the county commissioners earlier in the day. Commissioner James Mullin (R-1) at one point claimed that CCPS should consider shutting down one existing general high school and moving students around in order to relocate tech programs to an existing school building.
