		<description><![CDATA[NEWS ANALYSIS Never say never in Cecil County government and politics. But sometimes it’s politically wise to say “maybe.” After months of resistance by colleagues to a demand by County Commissioner/Councilor Diana Broomell (R-4) to hire a County Council “auditor” to investigate spending and operations of the new County Executive, suddenly the position surfaced as a budget priority on Tuesday. During discussion at a Council budget “workshop,” it was disclosed for the first time that the County Council proposed inclusion in its budget of a “Council auditor” position. Broomell has insisted that such a position is needed as an independent watchdog on the County Executive and to provide “checks and balances” between the two branches of county government under the new Charter system. But the budget proposal and political reality might not be the same thing. Under the speeded-up budget process under Charter this year, County Executive Tari Moore obtained spending proposals from the new Council for its own operations and included them in her overall budget proposal unveiled earlier this month. 		<description><![CDATA[News/News Analysis The proposed establishment of a new vocational/technical education school on the reduced-price Basell property has been embraced by much of the county’s educational and business leadership, but scorned by the Three Amigos majority of the County Commissioners. Now the county’s Treasurer, Bill Feehley, has weighed in against the plan, at the request of Commissioner Diana Broomell (R-4), in an email to members of the county’s Economic Development Commission (EDC). But Dr. D’Ette Devine, the county schools Superintendent, responded with some pointed comments in her own missive to the EDC, which is slated to hold its monthly meeting this week. Her response disputed Feehley’s assertions and calculations, which she said had been refuted in past one-on-one discussions with him, and she questioned, “It makes one wonder about the true motive” of his public objections now. 		<description><![CDATA[It was just a few months ago when the Cecil County Commissioners danced the Charter Cha Cha, swaying back and forth before deciding to allow no money for the transition to Charter government later this year. But on Tuesday, Commissioner Diana Broomell (R-4) did a solo version of the Limbo Rock, bending over backwards to demand $100,000 for an “auditor” to serve the new County Council. No matter that in June she led the charge to cut funds proposed for charter transition and suggested a token sum of about $15,000 for possible consultation with a lawyer on charter government issues. After a few turns around the legislative dance floor, she and the other members of the Three Amigos faction—James Mullin (R-1) and Michael Dunn (R-3)—decided on a zero figure.
