		<description><![CDATA[Cecil County Executive Alan McCarthy’s first budget, which boosts spending for economic development and job-creation efforts, drew scrutiny from the County Council this week as McCarthy and state officials saddled up to try to bring elite four-legged tourists and the humans who love them to the county for a potential multi-million dollar jackpot. Chris Moyer, the county’s new Director of Economic Development, told the County Council on Tuesday (4/18/2017) that the executive’s proposed budget provides a 5.7 percent increase in Fiscal 2018 over the current budget year for economic development efforts, including tourism promotion and agriculture as well as business and job development. He said his agency “fully appreciates that the county has limited resources,” but urged the council to support the budget request as one that will pay off for the county in the long run. Several of the increases would benefit the tourism promotion office, with hiring of a part-time office services assistant and a higher advertising and promotion budget. The tourism office received kudos last year for hosting the return of the Bassmaster international fishing competition to Cecil County, an event that was estimated to contribute as much as $2 million to the local economy. 		<description><![CDATA[“CRIMINAL NUISANCE” PROPERTIES FACE COUNTY CRACKDOWN For years, Cecil County government, law enforcement and neighbors have been trying to clean up run-down properties, especially in trailer parks, that have become home to drug dealing and criminal activity. Now the county government is looking to crack down on absentee landlords with proposed legislation that could impose escalating sanctions to clean up “criminal nuisance” properties. The 16-page resolution proposed at the Council’s 2/21/2017 worksession doesn’t mention the Lakeside trailer park, but in comments by some officials it was clear that the North East-area development is considered a prime candidate for the enforcement proposal. Drugs and criminal activity have long been a problem at the site, where mobile homes and the lots on which they sit are often individually owned by absentee landlords, who then rent out the low-cost dwellings to tenants. Unlike other trailer parks, where the lots are owned by a central management that could enforce rules and evict problem residents, at Lakeside individual owners act as landlords for many, if not most, of the dwellings. 		<description><![CDATA[Live, from Elkton, it’s Tuesday night… Considering some of the comedy performances that have taken place at meetings of the Cecil County Commissioners, although fewer now that they have morphed into the County Council, watching meetings of the panel on the small screen might be a bit like viewing Saturday Night Live—even if it’s on a Tuesday and there are no celebrity guest hosts. The county’s Information Technology director, Scott Mesneak, briefed the Council members at their latest worksession on a possible solution to bringing video of their meetings to the public through a contractor that could provide live streaming on the Internet and a limited video archive for later viewing. He said “Swagit,” which provides similar services to other local governments around the country, could provide Cecil County with live streaming and storage of two meetings a month for a cost of $650 per month. The meetings would be broadcast live through the county’s website but in fact the technical functions and storage would be handled by the firm’s own website and staff.
