		<description><![CDATA[A CECIL TIMES Special Report Cecil County Councilor Jackie Gregory (R-5) delivered an impassioned defense Tuesday of her paid job as a substitute teacher in county schools while voting on budgets including education as a member of the Council, saying a state Attorney General opinion in a Carroll County case supported her dual roles. However, Cecil County’s Charter and Ethics Code specifically bar Council members or public officials from working for any other “department” that receives county funds. The Attorney General’s opinion Gregory cited held there was no “incompatibility” under state law between a Carroll County Commissioner holding that post while also working as a part-time teacher for county schools. However, the opinion specified it was only reviewing state law and refused to address county laws or ethics codes, which the AG said were up to local authorities to interpret and enforce. 		<description><![CDATA[COMMENTARY Cecil County State’s Attorney Edward D.E. “Ellis” Rollins III was sentenced to probation, a fine, community service and a mandatory psychological evaluation on Tuesday (2/14/2017) for his conviction on charges of indecent exposure and disorderly conduct in a sex-related case. But Cecil County taxpayers have yet to get justice for the salary and benefits costs they paid for months while Rollins was focused on his own personal legal problems instead of prosecuting criminals on behalf of local citizens. Rollins appeared Tuesday morning in Worcester County Circuit Court, where Judge Brian Shockley imposed a 90-day suspended sentence for indecent exposure and a 60-day suspended sentence for disorderly conduct. The local prosecutor, Beau H. Oglesby, had requested six months jail time but the judge disagreed. Oglesby had initially ordered Rollins released without charges last June but, after a local blog reported on the incidents at an Ocean City hotel, and further investigation by local police, charges were filed several days later. Indecent exposure is a misdemeanor, punishable by a maximum of three years in prison and/or a fine of up to $1,000. 		<description><![CDATA[Edward D.E. “Ellis” Rollins III has resigned as Cecil County State’s Attorney, after clinging to his job and its nearly $150,000 taxpayer-paid salary and benefits for months after he was charged with indecent exposure and disorderly conduct stemming from alleged sex-related incidents in Ocean City. He is scheduled to be sentenced on Tuesday 2/14/2017 in Worcester County Circuit Court for his 12/9/2016 conviction on two charges after a two-day jury trial. He was found not guilty on two other counts, one each of indecent exposure and disorderly conduct. For the two charges on which Rollins was convicted, “indecent exposure” is a misdemeanor, punishable by a maximum of three years in prison and/or a fine of up to $1,000. In addition, “disorderly conduct” is a misdemeanor, punishable by a sentence of 60 days in jail and/or a $500 fine Since charges were filed against him last June, Rollins has not appeared in local courtrooms to prosecute cases, leaving the already thinly-staffed office short-handed.
