		<description><![CDATA[The two contenders in November’s election for the District 5 Cecil County Council seat agreed on many issues in a candidates’ forum, especially ending the political bloodbaths that have marked the county commissioners’ governing of the county for more than a year. But they offered some subtle, yet significant, differences on how they would bring infrastructure to the growth corridor, handle animal control, and bring jobs to the county. Incumbent County Commissioner Robert Hodge (R-5) and Democratic challenger James Crouse, the former mayor of Elkton, spoke before an audience of about 100 people Thursday night in a candidates’ forum sponsored by the Cecil County Patriots, the local “tea party” group. Hodge has been a frequent opponent of the so-called “Three Amigos” majority faction of the current five-member commissioners board, which will be replaced by a five-member County Council and a County Executive under the new charter form of government that takes effect in December. Hodge admitted he was “depressed” by some of the actions taken by the current majority, but said he was “not going to give up” and his work for the past four years “in the trenches” of county government proved he had “the right stuff and the [&#8230;]]]></description>

		<description><![CDATA[Nine of the ten candidates for Cecil County’s first County Executive fielded questions for two hours Thursday at a community forum, with most of the attention focused on Commissioners Diana Broomell (R-4) and Tari Moore (R-2). The tone was polite but at times pointed. There was a friends-and-family quality to some of the questioning as supporters of Broomell asked her questions on her accomplishments and supporting her position seeking further changes in the county’s newly adopted ethics code. But another questioner took her to task in pointed terms for her push for an ordinance aimed at limiting drug treatment clinics that had created hurdles for general health care facilities. Broomell also provided some of the surprises of the evening, saying at one point that she was aware of ethics violations that had cost the county $1 million, before clarifying her remarks later that she was referring to costs of a lawsuit against the county. She also suggested hiring a county auditor and separate staff lawyers for the county administration and for the County Council, positions that were not specified in the Charter government plan approved by voters in November, 2010. 		<description><![CDATA[The southern Cecil County First District will become a battleground in this year’s County Council races as two candidates filed Tuesday to challenge incumbent James Mullin, a Republican. Dr. Alan McCarthy, a veterinarian and real estate operator, filed to challenge Mullin in the Republican primary. He was a founding member of the new Cecil County Business Leaders for Better Government political action committee that singled out Mullin as a target for defeat in this year’s election. Cecilton Mayor Joseph Zang, a Republican who had been mentioned as a possible primary challenger to Mullin, told Cecil Times that he had decided not to run and would throw his support to McCarthy. On the Democratic side, the political rumor mill had been fairly quiet in the south county and some locals questioned whether opponents of Mullin would put all their eggs in one basket: the GOP primary. But Garrett Billmire, who lives on an Earleville farm and owns a feed-related business, filed Tuesday as the only candidate, so far, in the Democratic primary for the seat.
