		<description><![CDATA[It was probably the most momentous 14 minutes of Will Davis’ life when the Elkton lawyer met at the Cecil County Courthouse with Governor Larry Hogan on Wednesday. “I was nervous, but probably not as much as I would have been if the interview had been in the governor’s office in Annapolis,” Davis told Cecil Times just a few hours before Hogan’s office announced Friday morning that Davis had been selected to fill an open seat on the Cecil County Circuit Court. The rapid announcement of the appointment of Davis to the Circuit Court and Clara Campbell to a District Court open seat came Friday morning, via a formal press release from the governor’s office in Annapolis, while Hogan himself was visiting a newly expanded high-tech mushroom farm in Warwick, in southern Cecil County, as part of a three-day visit to the Upper Shore. 		<description><![CDATA[Cecil County health officials told the County Council on Tuesday they don’t know how many drug overdose deaths there were in the county last year and don’t know how many heroin addicts there are locally—but state statistics show the county is second only to Baltimore City in drug deaths. In contrast, county Sheriff Scott Adams had detailed data on how his new programs are working to combat drug addiction among jail inmates. Another issue raised during the County Council’s worksession was whether to create a “needle exchange” program in the county, with health officials supporting the idea while the Sheriff voiced concerns about “enabling” drug addicts to get free drug needles while state laws prohibit drug “paraphernalia.” Under extended questioning by County Councilor Alan McCarthy (R-1), the county’s health officer, Stephanie Garrity, said she didn’t know how many heroin addicts there are in Cecil County and did not know how many drug overdose deaths there were in the county last year. “I don’t have that,” Garrity said about heroin addiction numbers. 		<description><![CDATA[Cecil County Sheriff Scott Adams is advancing multiple new anti-drug initiatives, seeking grants to pay for them, and using new federal resources to go after drug traffickers, the newly installed Sheriff told the County Council this week. Adams, who won an overwhelming victory in the November general election and took office last December 1, outlined several collaborative efforts to address Cecil County’s drug abuse crisis through prevention efforts in the schools, treatment of drug-addicted jail inmates, and aggressive law enforcement to combat drug trafficking in the county. “It’s not a one-pronged approach,” Adams said in Elkton at a Tuesday County Council worksession. “It’s got to be multi-faceted.” Adams detailed how expanded law enforcement resources, coming after Cecil County received a federal designation last year as a High Intensity Drug Trafficking Area (HIDTA), is providing new help to combat illegal drugs.
