		<description><![CDATA[In the aftermath of the collapse of the sale of four Cecil County wastewater plants to the private Artesian Resources firm, bringing county sewage treatment service to the Elkton West area could cost $62 million and take up to 12 years, Cecil County Commissioners were told Tuesday. A 3-2 majority of the Commissioners and Artesian decided to “mutually terminate” the long-pending sales contract a few weeks ago. In the absence of a privatization plan for extending infrastructure services, some commissioners have lamented the lack of a “plan” by the county board to move forward. Scott Flanigan, the county’s Director of Public Works, stepped into the breach Tuesday and outlined a course of action to develop a “wastewater strategic plan” that could ultimately bring needed infrastructure to the county’s Route 40/I95 growth corridor to stimulate economic development. But the plan could cost $62 million and would be phased in over more than a decade, meaning that there would be no short-term solutions to the county’s inability to attract business and jobs to the growth corridor due to the lack of infrastructure. 		<description><![CDATA[Thumbing his nose at citizen activists who have accused him of appointing political “cronies” to county positions, Cecil County Commissioner Michael Dunn (R-3) announced Tuesday that he will name Ted Patterson—a fellow member of the Smipkin political slate—to a seat on the citizens’ budget advisory committee. It was the fourth controversial appointment in about as many months by Dunn, who announced his intention at a Tuesday morning worksession of the county commissioners. However, unlike some past Dunn appointments, he did not try to force the issue to an immediate vote and said he would give fellow commissioners time to consider the matter. Patterson would replace Michael J. Halter, a part-time assistant state’s attorney who resigned from the budget panel recently to protest the current “political climate” among a three-member majority of the current Board of County Commissioners. 		<description><![CDATA[In a stunning blow to Cecil County economic development, Artesian Resources has notified the County Commissioners it wants to terminate its agreement to purchase most of the county’s wastewater treatment plants, due to the current political climate in which a majority of the County Commissioners has sought to derail the transaction at every turn, according to informed sources. Artesian representatives met with the Commissioners in a closed door session late Wednesday and delivered their message that they were still willing to purchase the county’s water plants and related infrastructure but they were no longer interested in the four sewage treatment, or wastewater, plants that were part of the original contract, which was signed in 2008. The sudden move by Artesian came as the long-stalled project seemed to be finally moving forward, with a step by the commissioners on Tuesday to allow the county’s outside bond counsel to begin paperwork for a $6 million bond restructuring that would have ultimately paid off the county’s wastewater plant bond obligations and transferred the debt to Artesian as part of the deal.
