		<description><![CDATA[NEWS ANALYSIS The Cecil County Council has approved a $140,000 budget boost in the current fiscal year to cover overspending by the county’s Animal Services agency, despite questions about a massive intake of cats under a policy that is not consistent with county or state laws. And new calls for review of county animal law raise the specter of a re-play of a previous three-year bitter fight over the current law that featured fierce opposition by cat advocates to any regulations of owned cats or feral cat colonies. On a unanimous 5-0 vote in Elkton on Tuesday (5/7/2019), the County Council approved the budget amendment to transfer funds in the current fiscal year, drawn from budget “reserve” fund accounts that are supposed to be off-limits to routine spending. The Animal Services overspending was signaled, at a lower level of nearly $67,000, in the county’s budget estimates report for the second quarter of the current Fiscal 2019 budget year in a report to the Council issued in early February. But that early warning was not flagged for the Council at the time and members indicated they felt blindsided by the new $140,000 budget amendment thrown at them a few weeks ago. 		<description><![CDATA[A CECIL TIMES Special Report NEWS ANALYSIS Cecil County’s Animal Services agency is overspending its current Fiscal 2019 budget and is asking for an infusion of $140,000 immediately, drawn from a county fiscal reserve fund that is supposed to be off-limits for current spending. In addition, the agency is seeking a 41.7 percent operating budget boost in the proposed fiscal 2020 budget and adding 2.5 full-time-equivalent workers to its payroll—the highest number of any unit of county government. The full cost of the county’s animal services program is not even reflected in its own budget, with operations and maintenance costs of its Chesapeake City facility buried in an overall county property management account and its vehicle replacement costs shifted into the countywide vehicle “fleet” account. In the new Fiscal 2020 budget, Animal Services is seeking a 41.7 percent increase in its operating budget, bringing those costs to $1,097,415. In addition, maintenance of the shelter is budgeted separately at $64,565, a 21.2 percent increase over the current budget year. The total request amounts to $1,161,980. 		<description><![CDATA[Cecil County Executive Alan McCarthy unveiled his new Fiscal 2020 budget plan on Friday (3/29/2019), freezing property and income tax rates at current levels and boosting school spending by $2.44 million, or 3.6 percent above the state-mandated local aid for the schools. The budget, McCarthy’s third since taking office, continues his stated policy of refusing to tap into emergency and fiscal cushion reserve funds and enacting “pay as you go” budgets that balance expenditures with available revenues each year. In addition, new fiscal regulations initiated by McCarthy and approved recently by the County Council will make it harder for any future county executive to turn back the clock to the “deficit spending” of his predecessor as county executive and past County Commissioner boards.
