		<description><![CDATA[A CECIL TIMES Special Report Cecil County’s government-operated Animal Services agency recently raided two locations, in Elkton and Rising Sun, and took into custody 63 animals as part of an investigation of alleged animal “neglect” by a non-profit animal rescue organization, according to county officials. But there are many unanswered questions about licensing and inspection of “rescues” and kennels by the county animal agency, including information provided to CECIL TIMES contending that many kennels were not inspected or licenses issued in 2018 as required by county law. CECIL TIMES had arranged in advance a telephone conference call to discuss kennel license and inspection issues, including the “rescue” raided by the county, for Tuesday afternoon with key county officials, including Abigail Bingham, the animal services director, and her boss, David Trolio, the Community Services and transit head, and county attorney Jason Allison. But Allison abruptly cancelled the call via email 15 minutes before it was due to start, saying that no discussion would be allowed and only written questions would be considered for response at a future date. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT A Delaware animal rescue group that took over animal control for Cecil County in January realized a nearly $25,000 profit in the first three months of its contract with the local government, which cost taxpayers $190,000, according to documents submitted to the county. And some of the group’s past expenses—such as renting vans—will disappear going forward since the county recently purchased two pickup trucks—at a cost of $65,270&#8211; that are being leased to the group for just $2 a year. The cost of the vans is paid by the county in addition to the $60,000 a month contract for animal control services. Overall, the three-year contract and government expenses for animal control services will cost taxpayers over $2.2 million. The rescue group, A Buddy for Life, Inc., submitted reports showing financials, animal population, and responses to citizen complaints for January, February and March, after the close of the business day on Wednesday, 4/10/13. 		<description><![CDATA[Cecil County government received two bids on its “request for proposals” to provide animal control services: from the Cecil County SPCA (which terminated its current contract a few weeks ago due to adoption of a new animal ordinance) and a small Delaware “rescue” group with no shelter facilities that is aligned with Mindy Carlettti, the chief author of the controversial new ordinance. Cecil Times was present in the county purchasing office on Friday 9/14/12 at the 1:30 p.m. deadline for submissions, when the two bidders were announced. However, due to the nature of an RFP that requires detailed review of the applicants’ credentials and proposed costs for services, the amount of each bid was not disclosed. Meanwhile, County Commissioners received a proposed revision of the animal control ordinance at last week’s Tuesday worksession to delete regulations for and references to cats. The “no cats” proposal was put forward even though a majority of the Commissioners had only requested language to remove horses from certain sections of the ordinance, such as deposits of animal waste, after horse groups requested such revisions.
