		<description><![CDATA[NEWS ANALYSIS The Cecil County Council has approved a $140,000 budget boost in the current fiscal year to cover overspending by the county’s Animal Services agency, despite questions about a massive intake of cats under a policy that is not consistent with county or state laws. And new calls for review of county animal law raise the specter of a re-play of a previous three-year bitter fight over the current law that featured fierce opposition by cat advocates to any regulations of owned cats or feral cat colonies. On a unanimous 5-0 vote in Elkton on Tuesday (5/7/2019), the County Council approved the budget amendment to transfer funds in the current fiscal year, drawn from budget “reserve” fund accounts that are supposed to be off-limits to routine spending. The Animal Services overspending was signaled, at a lower level of nearly $67,000, in the county’s budget estimates report for the second quarter of the current Fiscal 2019 budget year in a report to the Council issued in early February. But that early warning was not flagged for the Council at the time and members indicated they felt blindsided by the new $140,000 budget amendment thrown at them a few weeks ago. 		<description><![CDATA[NEWS ANALYSIS Amanda Bessicks, the newly-elected Cecil County State’s Attorney, is resigning her post as of 3/15/2019 due to health reasons, according to a letter sent to the county Circuit Court administrative judge.. Her resignation cuts short a promising career as the county’s chief prosecutor and a reform-minded leader for an office that has been mired in turmoil since her predecessor was charged and convicted in an indecent exposure/disorderly conduct case in 2017. And her decision to resign her position, so that a successor can be named quickly, reflects a level of character and public service that had been absent in the recent past history of the office. Former State’s Attorney Ellis (E.D.E.) Rollins continued to collect a salary and benefits for many months while he unsuccessfully fought, and appealed, the charges against him—while not actually performing the duties of the office. Taking a leave of absence to address her medical issues would have been an understandable, and fully appropriate, course of action while not actually surrendering the office and title. But her decision to step aside clears the path for the Circuit Court judges to name either an interim or permanent State’s Attorney to lead the office until the [&#8230;]]]></description>

		<description><![CDATA[A CECIL TIMES Special Report Cecil County Animal Services failed to inspect multiple kennel businesses in 2018 and is only now scheduling inspections, according to the county attorney, after CECIL TIMES reported previously that many inspections were not conducted or licenses issued as required by county law. “The County acknowledges it has been late in performing several kennel inspections in 2018,” Jason Allison, the county attorney, wrote in a letter to CECIL TIMES that was sent via email late Friday (2/8/2019) afternoon. He further admitted that four commercial and/or boarding kennel businesses had applied for licenses but the county failed to inspect the facilities or issue licenses as required in 2018. He said that the four premises would be inspected soon, and that the owners would not be fined or extra fees imposed for their 2018 licenses that were not issued previously. Kennel license applications must be submitted in April of each year, and county inspections of the premises are usually conducted in May, with licenses issued upon completion of the inspections. Furthermore, in response to previous questions by CECIL TIMES, Allison acknowledged in a footnote to his letter that Eden Rehab and Rescue—which is currently under investigation for alleged [&#8230;]]]></description>
