		<description><![CDATA[It was the veterinarians and victims of problem animals versus the cats activists Tuesday, as the Cecil County Commissioners held a public hearing on their latest proposal to re-write a new animal control ordinance. And both sides highlighted serious problems with the county’s “interim” animal control plan that has left people, seeking help for stray and injured animals, helpless One woman rolled up her sleeve to show scars from a cat attack; a veterinarian new to the county described her problems finding county government help for an injured animal “dumped” at her clinic; a woman told how she lost a baby due to an infection caused by cat feces; and supporters of several animal rescue groups urged deletion of cats from most provisions of the law and they asked for money from county government. The county has been operating without an animal control services contractor since 8/30/12, when the Cecil County Society for the Prevention of Cruelty to Animals, Inc. (CCSPCA) terminated its contract to provide services due to what its attorney called unenforceable, burdensome and in part illegal provisions of the new ordinance. 		<description><![CDATA[A Cecil Times Special Report Just days before a Friday deadline for Cecil County to assume responsibility for animal control, the county government is scrambling to cobble together a plan using wildlife trappers/pest removal contractors and a commercial boarding kennel, which is currently unlicensed, to handle emergency-only calls for help. What emerged from a discussion at a County Commissioners’ worksession Tuesday, and follow up interviews by Cecil Times, is that the county is contemplating a bare bones, dire emergency only level of services and even those services are in a state of uncertainty and confusion. An impromptu committee&#8211; consisting of County Administrator Al Wein, Emergency Services Director Richard Brooks, Budget Director Craig Whiteford, Treasurer William Feehley, County Health Officer Stephanie Garrity and other health department staff—has been working on a plan to handle animal control for several weeks. But with just days to go, county officials were still unclear Tuesday on who citizens should call with animal complaints and how injured animals would be cared for in emergency situations. And a wildlife trapper hired by the county expressed concerns that the number of calls for animal services he would have to respond to may have been understated by county officials. 		<description><![CDATA[The Cecil County Board of Commissioners decided Tuesday to delay action on a proposed revision to the county’s animal control ordinance, which was drafted by a citizen “task force” working for over a year to revise county laws dealing with public health, safety and humane treatment of animals issues. The Commissioners held a public hearing on the proposed ordinance revision earlier this month, at which horse advocates questioned whether language pertaining to mandatory excrement pick-ups would apply to horses, and sportsmen challenged kennel size and cruelty rules. In addition, residents of the Appleton Road area challenged county zoning rules – not contained in the animal control law&#8211; that allow a commercial dog breeding kennel to locate “by right” in certain zones, such as business areas, without notification to neighbors or requirements for a Special Exception. The Commissioners had been scheduled to vote on the new ordinance at their next evening meeting but at their work session Tuesday morning commissioners decided to delay action.
