Cecil County Council member Jackie Gregory (R-5) has drafted a list of budget cuts for the proposed Fiscal 2021 county budget that will be considered today (5/19/2020), with no advance public notice, that particularly targets county library, parks, and emergency services, including paramedics responding to emergency calls during the current COVID-19 pandemic. Gregory, who is running for re-election in the June 2 Republican primary, was still writing and re-writing her proposals late Monday night and is expected to offer amendments to the budget during a Council worksession that is slated to begin at 3.30 p.m. on Tuesday. The Council is meeting via videoconferencing and is also scheduled to vote on the full Fiscal 2020 budget during an evening legislative meeting that will also be conducted remotely. It is the first time in two years that Gregory, a routine critic of the county budget, has actually offered a list of amendments and sought formal votes on spending cuts. For the past two years she has just offered a few verbal suggestions, such as a possible $140,000 cut in parks operating funds last year, and instead called for using emergency reserve funds to lower the property tax rate, which has been frozen […]

NEWS ANALYSIS Cecil County Executive Alan McCarthy admits putting together the Fiscal 2021 county budget was a bit like being in a hurricane bunker while hoping that the COVID-19 pandemic that has wreaked havoc with the state and local economy won’t overwhelm the fiscal safety measures he installed over the past three years that could help the county weather the storm. “I must say it is by far the most difficult budget my staff and I have ever put forward,” McCarthy said Wednesday (4/1/2020) in presenting his proposals during a Facebook live teleconference. “We are in the midst of a crisis none of us has ever experienced before.” He said that he and his staff had to rewrite the budget substantially in the past two weeks, as the COVID-19 pandemic unfolded and Gov. Larry Hogan took escalating steps to shut down most businesses in the state, leading to his most recent “stay home” order to all but essential services workers. The new county budget proposal freezes property tax rates and income tax rates at current levels and the county executive has included a new property tax credit for senior citizens to give them up to a 20 percent break on […]

NEWS ANALYSIS Cecil County’s community hospital, the more than century-old Union Hospital in Elkton, is merging with ChristianaCare in Delaware, bringing the struggling local hospital into the fold of the nationally recognized teaching hospital and trauma center that dominates health care in the First State. While many questions remain about the practicalities of the merger, the fact that the local hospital will survive is a welcome outcome that had been in some doubt for several years. Union will lose its independence and much of its identity in the agreement, which was announced Thursday (1/2/2020) after officially taking effect on January 1. The 72-bed local hospital will be officially known as ChristianaCare-Union Hospital and its Elkton real estate, which includes medical office space, will be dubbed “ChristianaCare-Cecil County.” Union, and its parent organization Affinity Health Alliance, now joins the Delaware institution which operates its main hospital in Newark, DE, Wilmington Hospital in that city, and the ChristianaCare emergency hospital in Middletown, DE. The Middletown operation, opened in 2013 with a $34 million, 36,500 square foot emergency medical services facility, is utilized by many southern Cecil County residents. Christiana officials said in a written statement that the process of fully integrating the […]
