As the COVID-19 virus continues to spread in Maryland, new—but flawed—data from the state Health Department shows that a majority of fatalities have occurred in nursing homes and assisted living facilities. But the state report fails to accurately depict the tally in Cecil County, where the state claims there was just 1 virus death at the Calvert Manor nursing home in Rising Sun but county health statistics show that 7 of the 8 total deaths in the county occurred at Calvert Manor. It is one of the sad ironies of the current pandemic that Calvert Manor—for many years the top-rated nursing home in the county, according to Center for Medicare/Medicaid Services (CMS) reports, for its quality of care and infection control efforts—has become the center of the pandemic in Cecil County. Under orders from Gov. Larry Hogan, the state began just this week to publicly identify confirmed cases and deaths at nursing homes throughout Maryland. The state report listed 16 confirmed cases of the virus among staff at Calvert Manor, with no fatalities, plus 53 confirmed cases among residents, with 1 fatality. But in response to questions from CECIL TIMES, county health officials said that the actual local tally was […]

NEWS ANALYSIS It took a week for the official paperwork to be posted in state elections records, but Ewing McDowell’s candidacy for Cecil County Executive is now official: the Rising Sun farm businessman is in the GOP primary race. But another potential rival—Danielle Hornberger—is playing coy as her husband, state Del. Kevin Hornberger (R-35), touts a fundraiser guessing game, asking people to pay money to learn what her political plans are. Even in Cecil County, where politics is often an oddball game, the Hornbergers are throwing a new pitch from right field. “Danielle Hornberger for ??? Give it your best shot, Guess what Danielle’s running for,” Mr. Hornberger declared on social media and in emails, soliciting attendance at a 10/3/2019 “piggy roast” with a “minimum donation of $20” to attend and seeking “sponsorship” donations as well for the event at which his wife will reveal her political plans. Mrs. Hornberger has filed required state Board of Elections paperwork to register a campaign finance committee but so far has not filed a certificate of candidacy stating what office she is running for. That’s a convenient sequence, since a finance committee must be established before any political donations can be collected. CECIL […]

Delaware is considering coming up with money to repair southern Cecil County roads damaged by trucks that have clogged local rural roads while evading new tolls on Route 301 near the state line and Middletown, DE, according to a letter released by Cecil County Executive Alan McCarthy. McCarthy said Friday (3/15/2019) that he spoke by phone recently with Jennifer Cohan, Secretary for Delaware’s Department of Transportation (DELDOT) about the problems plaguing the Warwick and Cecilton areas since the recent opening of the Route 301 tollroad, which is intended to bypass local traffic in Middletown. But the high toll rates– $4 for cars and up to $14 for trucks for a distance of just a few miles—has had the effect of dumping large volumes of traffic onto local Cecil County roads as drivers seek to avoid paying the tolls. In a letter to McCarthy after their conversation, Cohan said DELDOT would post multiple new signs in the area, continue to support joint Delaware-Maryland truck weight enforcement efforts, and would “entertain the possibility of funding road paving in your county for roads that have been impacted by either the construction of US Rt. 301 or the subsequent toll avoidance traffic.” Cohan included […]
