		<description><![CDATA[NEWS ANALYSIS Dan Schneckenburger, a former one-term Cecil County Council member who was installed as the county Director of Administration by new County Executive Danielle Hornberger less than a year ago, was suddenly replaced this week by an acting administrator who lives in Harford County. The sudden actions shocked County Council members and raised questions on what prompted the changes and who might ultimately be named for a permanent slot that would have to be approved by the Council. In early morning phone calls on Thursday (10/21/2021) to members of the County Council, Hornberger stated that Schneckenburger had “resigned” his position and would be replaced by an acting administrator, Steven Overbay, the current Economic Development director. In turn, he would be replaced on an acting basis by Sandra Edwards, the second-ranking official in the Economic Development Department, sources said. Later in the day, Hornberger also sent emails to a number of officials at independent county institutions relaying the “resignation” message, sources said. 		<description><![CDATA[NEWS ANALYSIS Even before Danielle Hornberger raised her hand and took the oath of office as Cecil County’s new County Executive on Monday (12/7/2020), some county department heads were already locked out of their computers and within an hour or two ousted from the county administration building in Elkton. The purge was carried out by Dan Schneckenburger, nominated but not yet confirmed as required by the County Council for the Director of Administration position, sources said. Schneckenburger is a two-time election loser in county politics, having served one term on the County Council but losing a bid for re-election to his seat two years ago and also losing a run for County Executive against Alan McCarthy four years ago. McCarthy lost his bid for re-election to Hornberger this year in the June Republican primary. 		<description><![CDATA[There was anger in the air, and some gallows humor, as about 100 southern Cecil County area residents gathered in Cecilton Wednesday evening (3/20/2019) to question state and local officials on efforts to counteract the invasion of heavy trucks, and speeding cars, in the Warwick and Cecilton areas as drivers trying to avoid newly imposed tolls on US 301 in Delaware clog rural roads in Maryland. Cecil County and Maryland state officials fielded questions and provided answers, but there was a glaring absence of officials from the Delaware Department of Transportation (DELDOT), the architects of the 301 tollroad project. A small contingent of Delaware State Police truck enforcement officers did attend, apparently as a show of solidarity with their counterparts from Maryland, with whom they have recently conducted joint truck weight enforcement efforts on both sides of the state line. Toward the end of the nearly two-hour session, Cecil County Executive Alan McCarthy told the crowd that he thought an “abatement” of the tolls for a trial period, while various solutions were explored, would be a positive step.
