		<description><![CDATA[NEWS ANALYSIS Cecil County’s animal control oversight panel that monitors a private contractor, handling stray animals at taxpayer expense, has lost two members who resigned recently after what some say was “bullying” by the contractor, A Buddy for Life, Inc. And after a meeting last week, Girl Scouts who had questioned the shelter operations say they suffered racially-tinged remarks telling Black children to “go back to Baltimore.” At the same time, Cecil County Executive Tari Moore and her administration have stood by the Buddies group and current control of the Animal Care and Control Oversight Commission (ACCOC) by pro-Buddies allies. Moore has also indicated in her budget that she is not looking for cost-savings in animal control operations even though the Buddies’ contract expires mid-budget year. At a meeting last week, several Girl Scouts from nearby Delaware attended the session as part of their efforts to learn about and attend government meetings. Three of the young girls spoke, in child-like voices that could barely be heard on the official audiotape of the meeting, for a minute or less each to urge humane treatment of the animals at the taxpayer-supported Buddies shelter located at a rented kennel in Elkton. 		<description><![CDATA[The town of Elkton saw significant population growth in the past decade while the rest of the county’s towns saw more modest gains, according to new census data. Elkton grew by 29.8 percent, growing from 11,893 people in 2000 to 15,443 in 2010, according to census data. Elkton moved up a notch, from 18th place to 17th, on the list of the 20 most populous cities or towns in Maryland. Baltimore remained the state’s largest city, even after its loss of over 30,000 residents since the last census. Frederick was the second largest city in the state while Rockville, in Montgomery County, came in third. On the Eastern Shore, Salisbury was the largest local jurisdiction and remained the 9th largest in the state, while Easton moved up from 19th place on the last census report to 16th largest in the new report. Demographically, Elkton’s population is predominantly white—11,738 residents—while African-Americans or blacks constituted the largest minority group in the town: 2,337 residents. Other minorities included 584 multi-racial individuals and 407 Asians. 		<description><![CDATA[Cecil County’s population grew by 17.6 percent over the past decade but the increase was slightly less than planners had expected, according to new data from the 2010 Census released Wednesday by federal and state agencies. The minority population also grew, but Cecil County remains an overwhelming white county. The county population grew to 101,108 in 2010, an increase of 15,157 people from the 85,951 population recorded in the 2000 census. Proportionately, the 17.6 percent growth rate was the sixth-fastest in the state, but another Upper Eastern Shore county, Queen Anne’s, registered a 17.8 percent growth rate and ranked as the fifth-fastest growing county. State planners had projected Cecil County’s 2010 population at 103,850 and that figure had been used as a guideline for county planning purposes. But the official census count came up with 2,742 fewer residents.
