		<description><![CDATA[In the first four days of early voting for the November general election, statewide turnout surged over the last mid-term national election four years ago, while in Cecil County, where few local races are contested on the ballot, early turnout was sluggish. But if the local-only contests drew yawns, and the top-of-the-tickets gubernatorial race tilts heavily toward incumbent GOP governor Larry Hogan, the most local excitement seems to be coming from the US House race in District 1 between incumbent Republican Andy Harris and Democratic challenger Jesse Colvin. The district covers all of the Eastern Shore, including Cecil, as well as parts of Carroll, Harford and Baltimore counties. In multiple Facebook videos and a Saturday robocall, Harris appeared to be tugging on Hogan’s popular coattails, imploring voters to support the “Hogan/Harris team” and warning of dire consequences if state Republicans lose their party’s lone GOP seat in the congressional delegation. Colvin went on the TV airwaves with a new ad, playing almost non-stop on local news programs’ commercials airtime, firing handguns with his Republican wife at a gun range to highlight his military background and a bipartisan approach to politics. 		<description><![CDATA[Cecil County Executive Tari Moore—a Republican who came under fire in her party when she briefly left the GOP to break a deadlock on appointing her successor to the County Council two years ago&#8211; has endorsed a Democrat running for County Executive in Howard County against a well-known statewide Republican. The endorsement, highlighted during a candidates’ debate this week, was the topic of much hand-wringing among state Republican party officials last Friday during the state party’s annual Oktoberfest gathering. “People were asking, ‘What was Moore thinking?’,” according to a source who attended the event but spoke on condition of anonymity. Courtney Watson, a Democrat, is running against Republican State Sen. Allan Kittleman for Howard County Executive. The winner of the election will succeed Ken Ullman, who is running for Lt. Governor on the statewide Democratic ticket with gubernatorial candidate Anthony Brown. The local race is seen as a high-profile contest with potential statewide political implications by both parties. 		<description><![CDATA[A Cecil Times Special Report When is a newspaper not a newspaper? That’s what the Cecil County Commissioners have been trying to decide for over a year, and at stake is $152,000 a year in county funds that have been given exclusively to the Cecil Whig for legal advertising. A Circuit Court judge, the county attorney and an independent legal consultant have all agreed that the upstart Cecil Guardian meets legal standards to carry Cecil County government legal advertising, and thus could challenge the monopoly that the Whig has held for decades by offering cheaper ad rates for the county and its taxpayers. But, at the insistence of Commissioner Diana Broomell (R-4), the county commissioners had another lengthy worksession discussion of the issue, punctuated by verbal fireworks, interruptions and some raised voices Tuesday. Yet even after all that, the issue was still not resolved, with postal official’s documentation of qualification for second-class mail privileges still to be submitted for yet another review. Broomell said she doesn’t want the county to support what she called the “propaganda” of the Guardian, or face possible lawsuits over potentially legally defective ads. “They could just basically spread their propaganda,” she said of the Guardian&#8211; [&#8230;]]]></description>
