Kevin Hornberger (R-35B) is facing it: so confident of a re-election victory in a three-way race, he devoted much effort and political cash to promote allies of his wife, Cecil County Executive Danielle Hornberger, for the County Council in Tuesday’s Republican primary election. But he apparently failed to see the very real threat to his own legislative seat. And the chief target of the Hornbergers’ avalanche of glossy, negative and untrue flyers, incumbent Councilor Al Miller (R-3), is just five votes behind their own protégé, Bob Gatchell, an actor with a repertoire of cross-dressing drag show performances and a political newcomer. There are at least 1,026 Republican ballots still to be counted in a canvass of dropbox and mailed ballots that begins on Thursday 7/21/2022, according to state Board of Elections (BOE) data for Cecil County. 		<description><![CDATA[In the first-ever, mostly mail-in primary election in Cecil County history, political novice Danielle Hornberger held a compelling lead over incumbent Alan McCarthy for County Executive in the Republican primary, while incumbent Jackie Gregory was solidly ahead in the contested GOP primary for County Council in District 5, according to early returns from the county’s Board of Elections (BOE) issued late on Tuesday evening (6/2/2020). There are still three local Board of Elections canvassing meetings scheduled to count votes, including a session on Wednesday 6/3/2020, before the official voting tally is confirmed. Tomorrow’s session will likely continue to count mailed-in ballots that were received in the past few days, when advance counting stopped as BOE officials prepared to conduct the live, in-person voting session in Elkton that was held on Tuesday. But the initial tally of mailed-in ballots, not including in-person voting on Tuesday, showed Hornberger with a commanding lead, with 4,909 votes to McCarthy’s 2,019 votes. 		<description><![CDATA[UPDATED A new state “report card” on the quality of local schools gave top rankings to just three Cecil County elementary schools—Calvert, Charlestown and Kenmore—while most middle and high schools scored the middle rank, with three stars on a five-star rating scale. The new state system is designed to broaden measures of school quality to reach beyond just test scores, which in the past have been criticized as too one-dimensional to reflect the full range of student achievement. Dr. Jeffrey Lawson, the new superintendent of Cecil County Public Schools (CCPS), told the Cecil County Council at a Tuesday morning (12/11/2018) worksession in Elkton, that “We’re pleased, generally speaking” and “There are not a lot of surprises” in the state report card on local schools. Lawson acknowledged that low scores on the state-mandated PARCC (“Partnership for Assessment of Readiness for College and Careers”) test had been a problem on past state evaluations of local schools. “PARCC is a very difficult test,” he said.
