		<description><![CDATA[News/News Commentary Cecil County Sheriff’s deputies and Elkton town police have been enlisted into the county’s “interim” animal control plan, responding to calls to the county’s 911 center and referrals from the County Commissioners’ office, according to logs presented to the commissioners on Tuesday. In addition, County Commissioners James Mullin (R-1) and Diana Broomell (R-4) complained loudly about “blogs” reports on the submission of two responses to a Request for Proposal by two vendors seeking to provide long-term animal control services to the county. (We think they meant Cecil Times, but their comments didn’t match either the time frame or actual content of our 9/17/12 published report. We’ll provide a reading comprehension and Journalism 101 tutorial below.) The logs—from the county administration building, the 911 call center, and the county’s Health Department—covered about a week or so portion of the period since the Cecil County Society for the Prevention of Cruelty to Animals, Inc. (CCSPCA) terminated its animal control contract with the county on 8/30/12. The county administrative office log showed 20 calls with animal issues through 9/6/12; the 911 center listed 24 calls from 9/4 through 9/11; and the health department, which oversees animal bite complaints, reported 15 calls [&#8230;]]]></description>

		<description><![CDATA[The two contenders in November’s election for the District 5 Cecil County Council seat agreed on many issues in a candidates’ forum, especially ending the political bloodbaths that have marked the county commissioners’ governing of the county for more than a year. But they offered some subtle, yet significant, differences on how they would bring infrastructure to the growth corridor, handle animal control, and bring jobs to the county. Incumbent County Commissioner Robert Hodge (R-5) and Democratic challenger James Crouse, the former mayor of Elkton, spoke before an audience of about 100 people Thursday night in a candidates’ forum sponsored by the Cecil County Patriots, the local “tea party” group. Hodge has been a frequent opponent of the so-called “Three Amigos” majority faction of the current five-member commissioners board, which will be replaced by a five-member County Council and a County Executive under the new charter form of government that takes effect in December. 		<description><![CDATA[A Cecil Times Special Report Just days before a Friday deadline for Cecil County to assume responsibility for animal control, the county government is scrambling to cobble together a plan using wildlife trappers/pest removal contractors and a commercial boarding kennel, which is currently unlicensed, to handle emergency-only calls for help. What emerged from a discussion at a County Commissioners’ worksession Tuesday, and follow up interviews by Cecil Times, is that the county is contemplating a bare bones, dire emergency only level of services and even those services are in a state of uncertainty and confusion. An impromptu committee&#8211; consisting of County Administrator Al Wein, Emergency Services Director Richard Brooks, Budget Director Craig Whiteford, Treasurer William Feehley, County Health Officer Stephanie Garrity and other health department staff—has been working on a plan to handle animal control for several weeks. But with just days to go, county officials were still unclear Tuesday on who citizens should call with animal complaints and how injured animals would be cared for in emergency situations. And a wildlife trapper hired by the county expressed concerns that the number of calls for animal services he would have to respond to may have been understated by county officials.
