		<description><![CDATA[Republicans have picked up a wider share of Cecil County registered voters in the run-up to the state and local primary elections later this month, while new voters boosted the number of all registered voters, according to new, initial figures from the county’s Board of Elections on Wednesday. The deadline to register to vote, or to change political party affiliations, was 9 p.m. on Tuesday 4/5/16, but voters could mail their request, as long as it was postmarked by that deadline. So, depending on the slowness of mail delivery, it could take a few days before the final official registration tally is computed. But elections officials said that would probably be just a few additional voters added to the rolls. As of Wednesday morning, Cecil County recorded a total of 63,585 registered voters—up from the 2014 general election tally of 61,991 registered voters. This year, Republicans account for 26,295 voters while Democrats number 22,507—a difference of 3,788. So-called “unaffiliated” or independent voters were 13,732, while Libertarians numbered 352. 		<description><![CDATA[NEWS ANALYSIS Cecil County Councilor Dan Schneckenburger (R-3) has announced he will run for County Executive in the 2016 Republican primary, setting up a face-off with Council Vice President Dr. Alan McCarthy (R-1) that could divide the local business community and split the mainstream GOP vote. So far, one politically unknown ultra-conservative “liberty” candidate has also filed and in the past the executive’s contest attracted a multi-candidate field largely populated by inexperienced wannabes. Before his announcement, Schneckenburger conducted “robocall” polling among county Republicans and solicited support from Second Amendment/ gun rights advocates. He has been a strong supporter of current County Executive Tari Moore, who recently announced she would not be a candidate for re-election in 2016. 		<description><![CDATA[CLARK TURNER, DEVELOPER AND POLITICAL DONOR, FILES BANKRUPTCY Clark Turner, a major area developer and significant financier of Cecil County political candidates, has filed for personal and business bankruptcy. As a result, continuation of some significant developments in the county and future sources of campaign funds to county candidates in the upcoming 2016 elections are in question. Turner, a Harford County developer who has been active in housing development in Cecil County, and his business entity, Clark Turner Homes, LLC, filed for bankruptcy court protection earlier this month in federal court in Baltimore. (The Baltimore Business Record first reported the filings exclusively.) The filings were under Chapter 7 of the bankruptcy code, which generally indicates a plan to liquidate business and other assets rather than to seek a stay of actions by creditors while the applicant seeks to re-organize business and financial affairs. In Cecil County, the most visible current project by Turner and his development operations is the Charlestown Crossing mixed-use housing development. Originally proposed for a blended “planned unit development”—the only such project of its kind in the county— earlier this year Turner came back to the county and won planning and zoning approval to shift the project [&#8230;]]]></description>
