Michael Smigiel (R-36) must think so, based upon some of his judgeship campaign materials that direct local voters to a Quebec phone number that is answered with a message in French. Be careful, Cecil County voters on a limited budget. If you call Smigiel’s campaign phone number, you will end up paying for toll calls to Canada—and unless you speak French, you won’t even know to whom you are speaking, but it won’t be the local American judicial candidate himself. Smigiel’s run for a Cecil County Circuit Court judge seat in the 2012 elections has been marred by mis-steps from the outset, and his latest faux pas (oui, lots of Francais angles here) just adds to his political comedy of errors. Nancy Jacobs (R-Cecil/Harford) said Monday she has formed an “exploratory committee” to consider a run for Congress and the 2nd District seat now held by Democrat Dutch Ruppersberger. If she does run, it would be a very tough uphill fight but the state and national political dynamics of 2012 suggest it would not be an impossible task. With a little more than a month before the state’s candidate filing deadline, she will have to evaluate her chances quickly and decide once and for all if she will run. And as soon as she starts to rake in all but minimal financial support, she will have to fish or cut bait. Under Federal Election Commission rules, an exploratory committee can raise and spend money for “testing the waters” activities such as polling but once $5,000 is raised and spent for “campaign” activities, the potential candidate is considered an actual candidate and must file an official statement of candidacy with the FEC. On her Facebook wall, Jacobs announced her move and commented, “I’m tired of the excuses coming from Washington and believe it’s time to challenge the Beltway status quo. 		<description><![CDATA[Governor Martin O’Malley has named William Manlove, a former long-time Cecil County Commissioner, to a vacant seat on the county school board. Manlove served four non-consecutive terms on the County Commissioners’ panel, becoming President of the board before he retired in 2008. He also ran an unsuccessful campaign for the House of Delegates in District 36, running against incumbent Republican Michael Smigiel, in the 2010 election. The seat Manlove will take was surrendered by Christopher Loller in July, after he moved out of the district. Loller, a restaurant manager from Earleville, was elected to the school board in 2008 to represent District 1. Manlove, a lifetime Earleville resident whose family has farmed in the area for many generations, represented the Commissioners’ First District. During his tenure as a commissioner, he was a strong advocate of the county public schools, supported expansion of the School of Technology and advocated for significant improvements at Cecil College. In an interview with Cecil Times Tuesday, Manlove joked that he got the appointment “because no one else wanted it.” He said he looked forward to serving on the school board and having the opportunity to see the “other side” of education issues.
