Cecil County Commissioner Michael Dunn’s next county paycheck will be a bit smaller, due to a debt garnishee against his salary filed in Cecil County District Court. The Rising Sun-area commissioner (R-3) previously had a judgment filed against him and a garnishment of his state salary and bank account for unpaid debt and fees, totaling over $23,000, when he was employed by Del. Michael Smigiel (R-36). Court files show the state notified the court in January, 2011 that Dunn was “unemployed,” and a pre-existing garnishee could not continue to be deducted from his state salary. Dunn left the state payroll in December, 2010 when he was sworn in as a Cecil County Commissioner. But his creditors caught up with him on 6/30/11, with documents filed in court to attach his county commissioner salary for unpaid debts, under a still “active” court judgment that was initially rendered against Dunn in 2008. Cecil County Human Resources Director Donna Nichols, responding to an inquiry from Cecil Times based on the court records, confirmed that her office received the garnishee notice from the court on Friday. County employees, who are paid twice a month, received paychecks on Friday, so the garnishee against Dunn’s county […]

A majority of the Cecil County Commissioners agreed Tuesday to appoint Carrie L. Taylor– a member of the county’s Republican Central Committee, head of the local GOP Women’s Club and a key ally of the Smigiel-Pipkin political machine—to a seat on the county’s liquor board, a post that will pay her $2,500 a year. Taylor, 31, a paralegal, was given the seat held for many years by Herrel “Cuz” Curry, whose three-year term expires in July. Curry worked for many years as a senior inspector for the liquor board before retiring and he was subsequently appointed as a member of the liquor board. Curry has also served as the President of the Community Fire Company of Rising Sun, which has honored him as one of its “top ten” fire responders, and he has been active in many community events and groups for years. Curry had requested re-appointment to the panel, county sources said, and it appeared that he would be returned to the liquor board, which is formally known as the “Board of License Commissioners.” But suddenly, during a late Tuesday morning closed-door meeting of the County Commissioners, Taylor’s name was put forward by Commissioner Michael Dunn (R-3). Then, a […]

Del. Richard Sossi, a Queen Anne’s County Republican, has filed for re-election to his 36th District House of Delegates seat– but that doesn’t mean he has a magic divining rod to determine the intentions of State Sen. E.J. Pipkin, who may run for re-election but then again might run for Comptroller and vacate his Senate seat. For months, Sossi has, in effect, been running for both his old House seat and for the 36th District Senate seat, raising a substantial campaign warchest that could be used for a race for either post. On Tuesday, June 8, Sossi filed for re-election to his House seat, according to state Elections Board records. Those records also show that Pipkin had not filed for re-election or any other state elected position. You wouldn’t want to play poker with Sossi, who is continuing to hedge his bets. “Yes, I filed for re-election,” Sossi told The Cecil Times. “But I also picked up another application to run for Senate and an application to withdraw” from the House campaign, he said with a chuckle. The filing deadline is less than a month away, and Sossi could still file for the Senate seat if Pipkin decides […]
