		<description><![CDATA[The Office of the State Prosecutor (OSP) has filed five criminal charges against the former deputy director of the Cecil County Board of Elections for perjury, misconduct in office and allegedly falsifying required documents for the candidacy of Danielle Hornberger in her 2020 County Executive campaign. The prosecutor cited Hornberger’s candidacy and finance report irregularities but no charges were filed against her. Lora Walters, 57, of North East, the former deputy director of the Cecil County Board of Elections, was charged with five misdemeanor counts stemming from her role in the handling of financial disclosure statements filed by Danielle Hornberger in her candidacy in the Republican primary for County Executive. The existence of an OSP investigation was disclosed in the county Circuit Court during trial of a civil case filed last year by former Cecil County Executive Alan McCarthy, a Republican, who challenged the legitimacy of Hornberger’s candidacy due to false document filings in her campaign. The most serious charge filed against Walters—perjury, with a possible ten-year prison term&#8211; stems from her testimony in that civil court case, in which she denied falsifying the financial disclosure records for Hornberger. 		<description><![CDATA[NEWS ANALYSIS The script for a citizens’ “town hall” meeting this week on the upcoming Fiscal 2016 Cecil County budget was much the same as similar sessions in the past: the majority of speakers advocated for public schools and library spending and predict dire consequences if these popular programs do not get what their leaders want. But the fiscal realities of the new budget should bring a dose of reality and lower expectations, both for citizens and the county government itself. Cecil County Executive Tari Moore hosted the session 1/13/15 and tried to sound some warnings about the fiscal situation. “We have less revenue to work with,” she said, citing recent state aid cuts approved by the Board of Public Works affecting the current Fiscal 2015 county budget. And with the new Gov. Larry Hogan having to find hundreds of millions of dollars in additional spending cuts to balance his own upcoming budget, Cecil County will no doubt face more cutbacks in state assistance. 		<description><![CDATA[Dan Bongino, a former Secret Service agent who drew strong support among many Cecil County conservatives in his failed bid for a US Senate seat two years ago, has stuck his toe into Cecil County local politics this year by endorsing a controversial “Campaign for Liberty” candidate for County Council—much to the surprise and dismay of many of Bongino’s past supporters here. Why an out-of-area candidate would dabble in Cecil County Republican politics before the primary election decided the party’s standard-bearers for the general election, and do so without discussions with his local supporters, is both puzzling and troubling to many of his past admirers here. But the decision may have something to do with solidifying ultra-conservative support for his latest political foray. Bongino, who previously lived in Severna Park and now cites a residence in Frederick, is running this year for a US House seat in the sprawling 6th District covering western Maryland and part of suburban Montgomery County.
